Saint Paul City Council Welcomes Nicole Tillander as City Clerk

Saint Paul – The Saint Paul City Council is pleased to announce the appointment of Nicole Tillander as City Clerk.

Nicole Tillander brings more than 10 years of experience across federal, county, and city government, including her most recent service as City Clerk for the City of West St. Paul. In that role, she administered local elections and oversaw the full scope of clerk responsibilities, including council agenda and meeting administration, official records, licensing, compliance, and public information practices. She is known for her organization, professionalism, and collaborative approach to public service.

Having previously lived and worked in Saint Paul, Tillander has a strong connection to the community. She is committed to transparency, responsive government, and effective collaboration among elected officials, staff, and the public.

“I’m excited to begin this role, which feels both familiar and new,” said Tillander. “I look forward to learning more about Saint Paul’s communities and contributing to the work that supports the city’s day-to-day operations. Saint Paul serves as a model for surrounding communities, and I’m honored to be part of that work.”

“Nicole brings both experience and an understanding of how local government works at a practical level,” said Jay Willms, Director of Council Operations. “We’re excited to have her in this role and confident she will strengthen how we support the Council and serve the public.”

In addition to her professional experience, Tillander is active in local high school booster committees and community activities. She looks forward to supporting the Saint Paul City Council in advancing initiatives that strengthen city services and enhance quality of life for all who live, work, and study in Saint Paul.
