This evening around 9:15 p.m., Saint Paul Police officers were dispatched by the Ramsey County Emergency Communications Center to the 2000 block of California Av E. A child called 911 and reported that a man and woman were shot and killed inside a residence.

When officers arrived, they located an adult male and an adult female with apparent gunshot injuries. Saint Paul Fire medics arrived on the scene and pronounced both deceased.

Investigators from the Saint Paul Police Homicide and Forensic Service Unit are on the scene collecting evidence and investigating this tragic incident.

No arrests have been made, and there are no suspects being sought at this time.

The Ramsey County Medical Examiner’s Office will conduct an autopsy to positively identify the victims and determine their exact cause of death. This information, along with any updates on the case, will be released on the Saint Paul Police Department Twitter account, @sppdmn.

The following is updated information related to the Saint Paul Police Homicide investigation that took place on August 16, 2022. This case is currently being investigated as a murder-suicide by the Homicide Unit. Preliminary information is that Yia Xiong, a 33-year-old male, had shot and killed Ka Lor, a 30-year-old female. He then killed himself. Both identifications were confirmed through the Ramsey County Medical Examiner.

The Forensic Unit was able to recover a weapon from the scene and continues to process the evidence related to this case.

There are no additional suspects being sought at this time, and there is no known threat to the public.

Both Yi and Ka are residents of Saint Paul and have been in a relationship for approximately 10 years. They are parents to all five children, ages 2 years old to 9, who were present in the home during this incident. The children are currently safe with family. They received after-care resource referrals from the Homicide Unit, including St. Paul Survivor Resources and the Midwest Children’s Resource Center.
