Mayor Carter Announces
2023 City Budget Proposal

SAINT PAUL, MN – Today, Mayor Melvin Carter delivered his 2023 Budget Address, announcing his 2023 City Budget Proposal. 

ABOUT THE 2023 BUDGET PROPOSAL
Mayor Carter’s 2023 Budget Proposal totals $782 million, with a General Fund Budget increase of $28.3 million and a property tax levy increase of 15.34%. 

The majority of the property tax levy increase, or 7.74%, is driven by the transfer of the Street Maintenance Program to the General Fund as a result of a May 2022 court decision. The balance of this increase, or 7.6%, supports the City’s core operating budget. In total, this property tax levy increase amounts to an average monthly increase of $19.25 for a median value home. 

The 2023 budget proposal is centered around improving public safety outcomes, repairing city streets and city-owned buildings, and addressing permitting backlogs so residents and businesses can efficiently and effectively reinvest in our community.

In addition to an array of investments across City departments, highlights of the 2023 budget proposal include $24 million for deferred maintenance in City facilities, a new $4 million investment for the City’s first-ever residential mill and overlay program, and the launch of a new Inheritance Fund to expand home ownership in Saint Paul for those impacted by the construction of Interstate 94 in the Old Rondo Neighborhood.

ABOUT THE CITY OF SAINT PAUL BUDGET  PROCESS
With today's delivery of the 2023 Budget Proposal, the City Council will now begin reviewing the Mayor’s proposed budget, and meeting with department leaders on the proposed budget. As required by state law, the City Council will set the maximum property tax levy in September. Budgets may be adjusted, but they cannot exceed the maximum tax levy.

Later this fall, the City Council will hold public hearings on the budget, and then will vote to adopt a 2023 budget and tax levy for the City by the end of the year. While the adopted budget may represent changes made by the City Council to the Mayor’s proposed budget, the Mayor has line-item veto authority over the Council-adopted budget.
