Description
Residential streets in the Hatch-Park area will be resurfaced in 2025 through a process called mill and overlay to create a smoother roadway surface. Crews grind off the top layer of roadway, then replace it with a new layer of bituminous (asphalt) pavement.

Along with the pavement resurfacing, the city will be adding elements to Park and Sylvan Streets to slow drivers in the neighborhood, including speed humps, neighborhood traffic circles, and chicanes. These added elements are paid for by Capitol Improvement Bond budget through a recently awarded grant submitted by the North End Neighborhood Organization (NENO). Curb ramps at corners will also be reconstructed to meet the American with Disability Act (ADA) standards and will make walking and rolling easier and more comfortable. Construction is anticipated to begin in August. The project costs for the new curb ramps and the resurfacing will partially be paid for through assessments to property owners on the resurfaced streets. Assessment notification letters were mailed to property owners in April 2025. An example letter is posted below.

    Outdoor Open House - July 17

    On July 17, please join the North End Neighborhood Organization (NENO) and City of Saint Paul staff to learn more about the upcoming changes to streets with this project. The informal open house will be held outside at the intersection of Park and Rose, where a neighborhood traffic circle will be constructed later this summer with the project. If weather cancels the event, a make up date will be posted to this webpage (stpaul.gov/hatchpark).
