Project Details
The City of Saint Paul is developing an alley improvement program which will reconstruct one or two alleys per year and/or undertake substantial patching on a limited number of alleys; funding for alley improvements is limited.
Alleys to be reconstructed or patched are selected based on a variety of factors, including available funding, cost of improvements, existing issues, drainage issues, pavement age, pavement condition, etc.
Description
Public Works is reconstructing the alley bounded by East 7th Street, Woodward Avenue, Payne Avenue, and the Northern Pacific Railroad. The reconstruction project includes grading and bituminous pavement, and any necessary drainage structures.
Location
Alley Index 1137-UN bounded by East 7th Street, Woodward Avenue, Payne Avenue, and the Railroad (east-west alley in Brunson's Addition, Block 11, Lots 1 and 12).

Virtual Meeting on May 19: Thank You!
Thanks to everyone who joined us for an online community meeting on Tuesday, May 19, 2026 to learn more about the project. There was a short presentation at the beginning of the meeting, as well as an opportunity to talk with staff and ask construction-related questions. If you were unable to attend the meeting, you can view the presentation slides below.
Assessments
The project is funded through Citywide Alley Program funding and assessments to the abutting property owners:
- Property owners received a notification with the estimated assessment rate in March 2025 and a public hearing at City Council was held on April 23, 2025 to approve the construction project.
- After the project is completed, property owners will receive the special assessment bill.
