The City of Saint Paul is developing an alley improvement program which will reconstruct one or two alleys per year and/or undertake substantial patching on a limited number of alleys; funding for alley improvements is limited.

Alleys to be reconstructed or patched are selected based on a variety of factors, including available funding, cost of improvements, existing issues, drainage issues, pavement age, pavement condition, etc.


Description
Public Works will be reconstructing the alley bounded by East 7th Street, Woodward Avenue, Payne Avenue, and the Northern Pacific Railroad. The reconstruction project will include grading and bituminous pavement, and any necessary drainage structures.


Location
Alley Index 1137-UN bounded by East 7th Street, Woodward Avenue, Payne Avenue, and the Railroad (east-west alley in Brunson's Addition, Block 11, Lots 1 and 12).

Assessments

The project is funded through Citywide Alley Program funding and assessments to the abutting property owners:

  • Property owners received a notification with the estimated assessment rate in March 2025 and a public hearing at City Council was held on April 23, 2025 to approve the construction project.
  • After the project is completed, property owners will receive the special assessment bill.
  • More information about special assessments, including how the special assessment is calculated, is available at stpaul.gov/SpecialAssessments.

Project Postponed to 2026

The alley reconstruction bounded by East 7th Street, Woodward Avenue, Payne Avenue, and the Railroad (7th-Woodward Alley) scheduled for 2025 has been postponed to 2026.

Public Works intended to do this project work in 2025; however, due to the cybersecurity incident on July 25, city staff were unable to access digital engineering files that were essential to finishing the project design and our ability to get this project bid this construction season. This project is now scheduled to take place in 2026.
