Description

The City of Saint Paul plans to reconstruct over two miles of Arlington Avenue from Wheelock Parkway to Payne Avenue in 2027 and 2028. Project construction will occur in two phases in 2027 and 2028. Work for both phases will include:

  • Safer travel lanes, bicycle lanes, and parking  
  • Accessible pedestrian signals, signage, and lighting
  • New sidewalks along both sides of the roadway
  • Installation of new curb and gutter
  • New pavement
  • Coordinated utility work

Phase 1 - Arlington Avenue from Jackson Street to Payne Avenue
Phase 2 - Arlington Avenue from West Wheelock Parkway to Jackson Street

Timeline

  • Fall through winter 2025: Project kickoff and community engagement
  • WE ARE HERE: Winter 2025 through spring 2026: Design and concept development, continued community engagement
  • Spring through summer 2026: Preferred concept for Phase 1 and 2
  • Fall 2026: Finalize design plans for Phase 1
  • 2027: Phase 1 construction from Jackson Street to Payne
  • 2028: Phase 2 construction from West Wheelock Parkway to Jackson Street

    Investing in Saint Paul Streets: Common Cent 

    A portion of this street reconstruction project will be paid for by a 1% local option sales tax, called Common Cent. This sales tax was approved by Saint Paul voters in November 2023. A portion of the project will also be funded through assessments to property owners adjacent to the project. The estimated assessment rate is based on a third-party special benefit analysis of the property values in the project area. Property owners will receive a notice of the estimated rate and date for a public hearing when estimated rates are available.
