If deemed necessary for public safety the Chief, Assistant Chief, or Deputy Chief may authorize an ABC Emergency Recall (ABC ER) of all police department staff.  If an Emergency Recall is activated, officers will be subject to recall from non-working/off duty status to ensure sufficient personnel are available to respond to an incident.

The Incident Commander for an ABC ER shall be of the rank of Commander or above. 

  • For the purposes of any ABC ER, officers will be assigned to a 10hour ABC ER tour assignment based on their regular assigned work shift. In general, ABC ER Tours will correspond to assigned work shifts as follows:

    • Tour II – ABC ER Tour A

    • Tour III- ABC ER Tour B

    • Tour I – ABC ER Tour C

  • Officer ABC ER Tour assignments will be maintained by the Special Operations Unit and will be available to officers on the Intranet under “Personnel Information”.

    • Officers in Field Training will be expected to report with their training officer according to their field training officers ABC ER Tour assignment. After completing FTO those officers will be assigned an ABC ER Tour assignment based upon their patrol tour assignment.

  • The Incident Commander is now in charge of this incident until or unless relieved. A staging supervisor will be identified by the incident commander assigned to manage and track resources. The Incident Commander will direct the assembled resources to resolve the problem.

  • Officers will be notified that they are being recalled for an ABC ER using the Everbridge paging system, or an alternate paging and communication system if needed under the circumstances.

  • Officers are to report to the designated staging area as instructed in the Everbridge message based on their pre-identified ABC ER Tours. Under no circumstances shall officers self-deploy to any incident without direction.

  • During an ER, all types of leave are cancelled: Holiday, vacations and regular days off.

  • Off-duty work is no longer authorized.

  • These regulations may be modified as deemed necessary by the Chief or his/her designee, and will remain in effect until the Chief or his/her designee has determined that the ABC ER may be suspended.

  • The Chief or his/her designee will issue de-escalation and demobilization orders as appropriate.
