Identification of Visitors:

All visitors will report to the desk officer at 367 Grove Street. The desk officer has discretion to determine if a visitor receives a building “sticker” pass or building “electronic card key” access pass. The desk officer will maintain a visitor pass log to record the names, addresses, telephone numbers, company name, destination in the building, date and time the visitor entered and left the building, and the pass type and number. The desk officer will require that all passes be returned daily. At each shift change officers must communicate if any passes are still signed out and the approximate time passes should be returned. Desk officers will make every attempt to contact people who were issued passes if any have not been returned by the end of the day or an expected time. Desk officers must forward logs to the inspections unit daily for archiving. The inspections unit will maintain logs in chronological order by date.

367 Grove Street:

Visitors must be asked to identify themselves with photo identification, state their business, and sign a building visitor pass log before they are issued a visitor pass. The desk officer will announce the visitor by telephone to the appropriate unit personnel who will meet the visitor at the front elevator on the designated floor. First floor visitors will be met at the desk by unit personnel for escort. Unit personnel will, upon completion of the visit, escort the visitor back to the elevator, or desk, with instructions to sign-out and return the visitor pass.

Visitors who do not have proper identification will be requested to sign-in and the unit they wish to visit will be contacted to provide escort from, and return to, the front desk.

Visitors who choose not to identify themselves will be announced to the unit they wish to visit and a representative from that unit will meet with the person in the lobby of the building. The visitor will not be allowed into the secure areas of the building.

Building Tours:

All tours must be authorized by the inspection unit. Sworn personnel conducting tours within the complex will use their discretion as to whether the size of the group and ages of the group members necessitates them obtaining visitor passes. If the officer conducting the tour determines the group is to forego signing in and receiving visitor passes, the officer will be responsible for the movements of all tour participants throughout the complex. No tour participants will be allowed into secure areas unescorted.  The sworn officer conducting the tour will forward a list of all tour groups and participants to the inspection unit.

367 Grove Facility Lockdown Procedures:

The Chief of Police or his/her designee may order a full or partial lockdown of the facility for a variety of reasons including a significant security threat.

CSM Unit, Building Maintenance Unit, Technology Unit:

The communications services and maintenance “CSM” unit is located at 1671 Energy Park Drive. Visitors should enter through the office door for assistance. Once CSM personnel have identified the appropriate service, they will, when needed, assign a service bay into which the visitor will move their vehicle.

The CSM and technology personnel are responsible for proper security while their visitors are in the building. These visitors will sign-in, wear the proper visitor pass, and sign-out when they leave. CSM and technology unit visitors will be escorted while in department buildings or other secure areas at all times.

Property Room:

The desk officer will ask property room visitors to identify themselves prior to issuing a pass or allowing the visitor access to the property room counter.

Records Unit:

Records personnel will sell reports during posted business hours. The unit is not open to the public on Saturday, Sunday, or holidays.

The Minnesota Government Data Practices Act prohibits the department from requiring individuals to identify themselves to request public information.

If a person chooses not to provide a name and indicates their intent to obtain copies of police reports, the desk officer will notify records via phone. A Records employee will bring the appropriate request form to the lobby. Once the person has completed the request form, that person will be instructed to return to the department in 2 weeks to retrieve their requested materials.

  • The records unit staff member will provide the person with a slip indicating the date and time they received the request form. They will instruct the person that the date and time information will be noted on the request form and is the only way to distinguish one anonymous request from another.

General Information:

During non-business hours, weekends, and major holidays, all visitors to 367 Grove will report to the desk officer at 367 Grove Street. In most instances, the desk officer can call the unit to determine if they are open and if so, follow the sign-in/out and visitor pass procedure, but unit personnel will be required to meet the visitor at the desk and provide escort until the visitor leaves. Third floor units on Saturdays may follow the weekday procedures.

Visiting law enforcement personnel will be permitted in department buildings unescorted after they sign-in, provided they have identification from their department and are on police business. Otherwise visiting law enforcement personnel must follow civilian sign in/out procedures. Visiting law enforcement personnel must wear their department identification badge in a prominent manner unless they are in uniform. They will be required to sign-out when leaving.

All Saint Paul Police personnel, office of technology and communications employees, and police reserves, will wear their identification or badge in a prominent manner unless in uniform while in the police complex.

Civilian visitors, including members of the media, will not be permitted in the secured areas of department buildings unescorted. It will be the responsibility of all department personnel to take appropriate action should they find an unescorted visitor in the headquarters building. This may be simply escorting the visitor to the proper office if they are confused or lost, or escorting the visitor to an appropriate officer such as a unit head if circumstances are unusual or suspicious. All such matters are to be reported in writing to the inspections unit.

Building Maintenance:

Building maintenance personnel are responsible for locking and unlocking all entrances and elevators as articulated in this General Order, as well as periodically checking entrances and elevators during their tour of duty. Anything unusual or suspicious in nature must be promptly reported to a supervisor, watch commander, or other person in authority.

All entrances to secure department buildings must be locked to restrict entry other than by department personnel except for the main front entrance of the headquarters building which will be open at all times.

All department personnel, especially district squads, will be alert at all times when in the vicinity of department buildings for any possible breach of security. District squads, especially during hours of darkness, will make irregular patrols of building perimeters and parking lots.

No personnel are to allow visitors access to the headquarters building except through the front desk area.
