The Community Development Block Grant (CDBG) program is a federal program administered through the Department of Housing and Urban Development (HUD) that enables local governments to undertake a wide range of activities intended to create suitable living environments, provide decent affordable housing and create economic opportunities, primarily for persons of low and moderate income. Community organizations are invited to apply for CDBG funds through the City of Saint Paul every other year. Applications are accepted in odd numbered years for funding beginning in even numbered years. 

2024 - 2025 CDBG Application Process

To apply for 2024-2025 Community Development Block Grant (CDBG) funds, submit the 2024 - 2025 CDBG Project Application. Please respond to each question in the application. If a question does not apply to your project, please indicate that it is not applicable. The questions are designed to correspond with how projects will be evaluated by the City’s CIB Committee.

Please do not submit the proposal until it is complete and includes all of the following:

  • Organization’s most recent IRS Form 990
  • Organization’s balance sheet from most recent audit
  • Project manager’s resume

Proposals are due to the City by 5pm on Friday, March 24th. Each applicant will be required to make two presentations to the CIB Committee. The first presentation should provide an overview of the organization and the second should explain how the organization will use the proposed funding. Once an application has been submitted, you will be contacted regarding dates for each of these presentations. We expect to schedule presentations for mid to late April.

Please submit complete proposals to CIB-Proposals@ci.stpaul.mn.us by 5pm on Friday, March 24th.
