Stryker Avenue Zoning Study

The Stryker Avenue Zoning Study recommended rezoning was adopted by City Council in Ordinance 19-59 on Wednesday, October 23, 2019. The new zoning takes effect on November 30, 2019. This zoning study has been concluded.

Upon request by the West Side Community Organization, the Saint Paul Planning Commission initiated a zoning study of the Stryker Avenue area on July 13, 2018. The purpose of this study was to assess the existing zoning along Stryker Avenue, and explore the rezoning of residential and commercial parcels to allow for mixed-use development, increased housing opportunity, and revitalized commercial opportunity along this transit corridor. These uses are consistent with the City's 2040 Comprehensive Plan, as well as the West Side Community Plan and Stryker George Precinct Plan.

This study covered about 80 acres bounded by Winslow Avenue on the west, Annapolis Street on the south, Hall Avenue on the east and Congress Street on the north. Not all parcels within the study area were recommended for rezoning.

The final adopted rezoning recommendation...

  • ...replaced much of the B2 and B3 commercial-only zoning and RM2 high-density residential-only zoning with the flexible T1 and T2 traditional neighborhood zoning along Stryker Avenue from Congress Street to Curtice Street, encouraging a mixed-use urban environment and allowing greater housing opportunity;
  • ...replaced RT1 two-family zoning with RT2 townhouse zoning along the east side of Winslow Avenue and the west side of Hall Avenue from Congress Street to Curtice Street;
  • ...replaced exclusionary R4 one-family zoning with more inclusive RT1 two-family and RT2 townhouse zoning.
