Dumpster Permit Description

Permits are required for dumpsters whenever the item is placed in the city's right of way.

A permit is NOT needed if the dumpster is placed completely on private property.

The dumpster must be provided by a company that is licensed as a Solid Waste Hauler in the City of Saint Paul.

Residents are not eligible to apply for a Dumpster Permit directly with the City of Saint Paul.

A Solid Waste Hauler License is required to submit a Dumpster Permit application.

The City of Saint Paul actively enforces Chapter 357. - Solid Waste | Code of Ordinances | St. Paul, MN that requires dumpster companies possess a Solid Waste Hauler License to submit application for a Dumpster Permit.

Chapter 357. - Solid Waste | Code of Ordinances | St. Paul, MN includes but is not limited to the below provisions.

Sec. 357.01. - License required; exceptions.

(a)License required. No person shall collect, transport, transfer, treat, handle, salvage, utilize, compact, shred, compost, mill, bale, process or dispose of, or any combination thereof, any mixed municipal solid waste, construction debris, compostable materials or recyclable materials in Saint Paul without a license issued pursuant to the provisions contained in this chapter.

Sec. 357.04. - Licensing requirements.

(a)Application. When the application is submitted in complete form, together with any required site plan and specifications, the inspector shall transmit it for review and approval to the department of safety and inspections, and to the department of public works. The inspector shall determine whether a license is required by either the county or the state pollution control agency and, if required, whether the appropriate license has been obtained.
