Shared Scooters & Bikes in Saint Paul

Saint Paul allows residents and visitors to rent shared scooters and bikes throughout the city. Riders can begin their trip anywhere in the city where a scooter or bike is available. When the rider reaches their designation, they safely place the scooter or bike in the boulevard (the city-owned public right of way property between the street curb and sidewalk). 

Scooters and bikes are operated with smartphone apps in which riders set up individual accounts with third-party vendors to find, unlock, and rent a scooter or bike.

Here are some quick tips about using electric scooters and bikes:

  • Scooters and bikes are motorized, and must follow the rules of the road.
  • Scooters and bikes are ONLY permitted on city streets, bike lanes, and bike trails.
  • Scooters and bikes should NEVER be used on the sidewalks, except when briefly entering or exiting a scooter or bike from the parked position on the boulevard or public right of way.
  • Scooters and bikes should be parked in the boulevard (the city-owned public right of way property between the street curb and sidewalk) and not in the street or on the sidewalk.
  • Parked scooters and bikes should NOT block sidewalks, paths, pedestrian ramps, bus stops, and entrances to buildings/

2025 Shared Scooter & Bikes Program

For 2025, Saint Paul has two approved scooter and bikes vendors: Lime and Spin. Scooters and bikes are placed and relocated by the vendors and riders.

Report a Scooter or Bike Complaint

  • Contact the scooter or bike vendor to report the issue:

  • Note that scooters and bikes may include a “Report a Problem” QR code on the vehicle that can be scanned with a smart phone, opening a web form that can be filled out to report an issue.

  • Each scooter and bike displays a vendor name and a visible unique ID number that may be a QR code you can use to help the vendors determine the location and identify the vehicle.

  • The vendors are required to address incorrectly parked scooters and bikes within 24 hours.

  • If the scooter or bike is blocking a sidewalk, building access, or in the way of traffic, please contact Saint Paul Public Works - only after reporting the issue to the vendor - at 651-266-6100 or email publicworksinfo@ci.stpaul.mn.us (regular business hours only). 

  • City staff will not relocate scooters and bikes except in extraordinary circumstances.
