The City of Saint Paul requires all individuals who seek to install, repair, maintain, rent or construct any sign or sign structure within the limits of the city to operate with a Sign Contractor/Operator Business Trade License. If signs are offered for rent, the license application must include the total number of sign(s) offered for rent in the city and a detailed list must be provided including the location, size, description and number of sign(s) at each location. An applicant who believes he or she is wrongfully denied a license by the zoning administrator may appeal to the city council for further determination of whether a sign contractor license should be issued.

Your business trade license application will need the following required document(s):
- A $10,000 City of Saint Paul Uniform License and Permit Bond OR Current $8,000 Sign Bond (SB) on file at Minnesota Department of Labor and Industry.
- Both bonds must be obtained from a licensed Minnesota agency.
- If your business chooses to submit a $10,000 City of Saint Paul Uniform License and Permit Bond, please use the above form only. Other bond forms will not be accepted.
- Proof of Worker's Compensation Form
Fees: The annual fee for a sign contractor license is $188.00.
Expiration/Renewal: All licenses will expire on the first day of the last month of the calendar year of issuance unless the license is revoked or forfeited. Licenses may be renewed after the expiration date. If not renewed, all rights granted after the expiration of the license will be a violation.
Revocation or Suspension of License: The city council may suspend or revoke a sign contractor license through the adverse process upon finding a violation of section 310.06.
