Starting at 6 p.m. today, PAULIE will begin receiving data converted from the City’s legacy systems. This will be a major improvement in how residents, businesses, and contractors find data with the City of Saint Paul. To make this migration possible, PAULIE will be temporarily unavailable from 6 p.m. on April 1 until April 6.

What’s Available at Data Conversion

PAULIE was released as a minimum viable product (MVP). This means the City prioritized stability, security, and continuity of service, even as work continued on full data migration. As data is converted, PAULIE will allow:

  • Access to applications submitted before the July 2025 digital security incident, as City staff finish reconciling them in the system
  • Search for historic permit, license, fire certificate of occupancy, zoning, and complaint information in your neighborhood and throughout the city

What's Not Available Yet

The City is actively migrating thousands of records into PAULIE. Data will become available, but may be missing some information at first. Staff will work to reconcile the data to be accurate and functional in PAULIE. Customers will be able to search by property address and see both current and past permits once that migration is complete.

Why This Approach?

By focusing first on applications submitted since the incident and new business going forward, the City restored vital services more quickly and reduced the backlog created during the outage. At the same time, careful data migration ensures accuracy and security, giving customers confidence that records in PAULIE are complete and reliable.
