Notice of Vacancy for Saint Paul City Council Audit Committee

SAINT PAUL (MN) – Today, the Saint Paul City Council Audit Committee is reaching out to the public to fill one Community Advisor appointment vacancy and is accepting applications.  Saint Paul residents are encouraged to apply and serve as key members of the community. To learn more about the work of the Committee, you are encouraged to visit www.stpaul.gov/auditcommittee.

The mission of the Audit Committee is “to evaluate the performance of City functions, programs and processes to build public trust and ensure outstanding service delivery, transparency and accountability.”

“As a Council, it is our responsibility to ensure that we’re making the best use of every dollar to provide outstanding public services. The audit function is a crucial way to accomplish this oversight,” said Co-chair Rebecca Noecker.

Newest Community Advisor Noah McVay said, "The Audit Committee is the oversight arm of the City Council, monitoring the performance of City departments which, in aggregate, spend almost $900 million annually and have slightly more than 3,200 employees. We carry out this important role through performance audits. That means we assess the strength and design of internal controls, test for compliance with applicable laws and regulations, and evaluate the economy, efficiency, effectiveness, and equity of programs. If you care about upholding the principles of open government, improving municipal service delivery, and strengthening public accountability for our city’s operations – we want you on our committee."

Saint Paul residents who are interested in serving in an advisory role to the Audit Committee meet once monthly to provide guidance throughout its annual audit process through the completion of each study. The community advisors will serve a three-year term. The ideal applicant should be a Saint Paul resident who has a deep interest in making Saint Paul City government work well for residents. To apply, applicants are asked to fill out an on-line application (https://forms.office.com/g/w0sCcR3wmy) no later than Wednesday, January 5, 2026, at 4:30 PM.

The Audit Committee was established as part of the City Council Organizational Committee’s 2019 work plan. Most recently, it completed its third study—the Saint Paul Capital Improvement Budget (CIB) Process Assessment Report conducted by Wilder Research—which was presented to the City Council on May 28, 2025, and shared with the Administration and Department Directors.
