Description
The City of Saint Paul is reconstructing Pleasant Avenue and Victoria Street from St Clair Avenue to Jefferson Avenue in 2025. The project includes replacement of the pavement and underground utilities along the corridor, reworking storm water retention infrastructure, and constructing new pedestrian and bicycle facilities. 

Project goals include:

  • Connect bicycle and pedestrian network
  • Improve drainage to keep water and ice from pooling on the road
  • Add streetlights and design for safer speeds
  • Replace aging pavement

    St. Clair Avenue & Pleasant Avenue intersection closed to all traffic through May 19

    Work has resumed for the 2026 season on the Pleasant Avenue reconstruction project. 

    The St. Clair Avenue and Pleasant Avenue intersection is scheduled to open Tuesday, May 19. 

    Traffic impacts and detours

    • St. Clair Avenue is closed to all traffic at Pleasant Avenue
    • Pleasant Avenue is closed to all traffic at St. Clair Avenue
    • Detour: Lexington Parkway to Jefferson Avenue to West 7th Street to St Clair Avenue
    • Access to the Pleasant Ice Arena and Summit Hill Yard Waste Site is from the south. Use Pleasant Avenue, Victoria Street, and/or Benhill Road
    • Please follow posted traffic signs 

    All construction activities are weather permitting and subject to change
