Description
The City of Saint Paul will be working with a contractor to make necessary sewer repairs throughout the city. These projects are funded by the sewer utility. There are no assessments to property owners.

Streets may be closed and no parking signs posted during sewer work.

Construction schedule is tentative and weather dependent and subject to change.

Bay Street and James Avenue Sanitary Sewer Tunnel Work

Saint Paul Public Works Sewer Utility has hired a contractor to repair Bay Street sanitary tunnel infrastructure at the intersection of Bay Street and James Avenue in April and May of 2026. The work will include constructing a new sanitary tunnel shaft and repairing the tunnel below. The sanitary tunnel shaft construction work is complex and requires specialized excavation and shoring to create safe work sites. The sanitary tunnel repair work will be performed underground. There should be no disruption to your sanitary sewer service.

Traffic impacts
  • The intersection of Bay Street and James Avenue will be closed to all traffic.
  • Sidewalks at the intersection of Bay Street and James Avenue will be closed.
  • Access to properties and driveways will be maintained.
