Description
Public Works has reconstructed the alley bounded by Hatch Avenue, Orchard Avenue, Kilburn Street, and Ryde Street. The project included grading, storm sewer improvements, concrete work, and bituminous surfacing.

The City of Saint Paul is developing an alley improvement program which will reconstruct one or two alleys per year and/or undertake substantial patching on a limited number of alleys; funding for alley improvements is limited.

Alleys to be reconstructed or patched are selected based on a variety of factors, including available funding, cost of improvements, existing issues, drainage issues, pavement age, pavement condition, etc.

June 10 Public Hearing

The City of Saint Paul will hold a public hearing for the Hatch-Orchard Alley reconstruction project during the City Council meeting on Wednesday, June 10, 2026 at 3:30 p.m.

Property owners, tenants, and others are invited to attend the hearing to provide comments. If you are unable to attend the meeting, you can email your comments, mail them, or leave a voicemail ahead of the public hearing on June 10. A sample notice mailing is included in the Project Documents section below.

For more information about the assessment, or to see if you are being assessed, please call 651-266-8858 with the parcel ID/address listed in your letter. All property owners were mailed a notification letter with the hearing information and the estimated assessment details from the Office of Financial Services.

Virtual Meeting on May 21: Thank you!

Thanks to everyone who joined us for an online community meeting on Thursday, May 21, 2026 to learn more about the project. There was a short presentation at the beginning of the meeting, as well as an opportunity to talk with staff and ask construction-related questions. Assessments

The project is funded through Citywide Alley Program funding and assessments to the abutting property owners:

  • Property owners will receive an Improvement Hearing notification in May 2026. This notification will include a date for a public hearing in June 2026 at City Council to approve the alley reconstruction project and an estimated assessment rate.
  • After the project is completed, property owners will receive the special assessment bill.
  • More information about special assessments, including how the special assessment is calculated, is available at stpaul.gov/SpecialAssessments.
