Project Details
Description
The City of Saint Paul plans to reconstruct over two miles of Arlington Avenue from Wheelock Parkway to Edgerton Street in 2027 and 2028. Project construction will occur in two phases in 2027 and 2028. Work for both phases will include:
- Safer travel lanes, bicycle lanes, and parking
- Accessible pedestrian signals, signage, and lighting
- New sidewalks along both sides of the roadway
- Installation of new curb and gutter
- New pavement
- Coordinated utility work

Phase 1 - Arlington Avenue from Jackson Street to Edgerton Street
Phase 2 - Arlington Avenue from West Wheelock Parkway to Jackson Street
Timeline
- Fall through winter 2025: Project kickoff and community engagement
- Winter 2025 through spring 2026: Design and concept development, continued community engagement
- WE ARE HERE Spring through summer 2026: Preferred concept for Phase 1 and 2
- Fall 2026: Finalize design plans for Phase 1
- 2027: Phase 1 construction from Jackson Street to Edgerton Street
- 2028: Phase 2 construction from West Wheelock Parkway to Jackson Street
