A.        During the course of an investigation, if video, photographs or audio recordings are made pursuant to that investigation, the following will occur depending upon the type of media captured:

  1. All still photographs captured on a digital camera as part of an officer’s duties will be downloaded to the department’s secure servers.

  2. All audio/video recordings captured on either In Car Camera or Body Worn Camera will be loaded to the designated media storage location.

  3. Digital audio/video media, captured on a disc or flash drive by a third party must be retained by the Saint Paul Police Department entered into Evidence Manager and placed into the property room.

B.     Officers must submit all digital evidence prior to the end of their shift unless authorized by a supervisor.

C.     All evidence must be documented in a related police report.

D.     Video Recording secured from a third party, that contains evidentiary footage, must be secured in the Property Room. At a minimum, the date, time, relevant case number, location and the name of the officer making the record must be documented in a related police report.

E.      Once loaded, all digital evidence is maintained on secure servers. Each file is saved and monitored in the designated system to ensure it remains unaltered. When provided for court discovery or use in a court proceeding, it is essential that all digital images and recordings be copied from the designated system, not from other sources. Digital video evidence gathered from individual sources will be disseminated individually; no video integration will be provided. Copies of digital BWC, ICC and CCTV for court may be requested from the Video Management Unit using the appropriate form found at Video Request Sign In.
