The attorneys in the Civil Litigation Division are responsible for representing the city, its employees, and public officials at the trial and appellate level in both federal and state courts. The scope of representation includes cases involving:

  • Public officials
  • Liability
  • Claims of constitutional and civil rights violations
  • Claims arising under the Americans with Disability Act
  • Wrongful death
  • Personal injury
  • Tort actions
  • Commercial and construction disputes

In addition to trial and appellate advocacy, the attorneys work with management officials in other City departments to reduce the incidence of litigation.


The mission of the Civil Litigation Division is to successfully manage all litigation within the City Attorney's Office, provide each client with exceptional representation, and prioritize resources to ensure that all litigation is handled efficiently and resolved in the best interests of the City of Saint Paul.
