Code Enforcement Appeals

Any property owner or tenant affected by a current order issued in connection with the enforcement of a health, housing, building or fire code may file an appeal to request a legislative hearing before the Legislative Hearing Officer. Click on the Legislative Hearing Fact Sheet for more information.

Download one of the following appeal forms and return the filled-out form, along with the $25.00 filing fee (Check should be made to:  City of Saint Paul.), a copy of the order and all correspondence from the inspector, and any evidence you would like the hearing officer to consider, to:

The appeal must be filed within the deadline provided for in the order.  You may also appeal in person through the City Clerk's Office.  To check the status of your appeal or for more information, call 651-266-8560 | 651-266-8585. 

Approved Assessment Appeals

If an assessment has been approved by the City Council, any person may appeal to the district court by filing a written notice with the city clerk stating the grounds upon which the appeal is taken. This notice must be filed within twenty (20) days after the adoption of the assessment. A notice must then be filed with the clerk of district court within 10 (ten) days after filing with the city clerk.
