In response to the COVID-19 pandemic, the 2020 Cultural STAR program will only provide general operations grants to Saint Paul-based arts or cultural organizations. This is intended to be a one-time emergency relief program and does not reflect a permanent change to Cultural STAR.
2020 Round One has been canceled, and filed applications will not be considered for capital or special project funding. 2020 Round One applicants will need to fill out a 2020 General Operating application to be considered.

Eligibility
Organizations must be:
- Located in Saint Paul, according to one of the following guidelines:
- EIN and/or MN Secretary of State business listing with Saint Paul address
- Lease/own property in Saint Paul
- Hold the majority of programming in Saint Paul
- A tax-exempt non-profit 501(c)(3), with an IRS tax-exempt EIN
- Registered with the Minnesota Secretary of State
- Have primary art/culture-centered purpose, or host a major arts-based initiative, program, or project
- Impacted by COVID-19
- Operating with an annual budget of $5 million or less
Awards can be used for:
- Rent/mortgage or utilities;
- Accounts payable
- Employee expenses including:
- Payroll
- Earned Sick and Safe Leave
- Medical insurance
- Program expenses including:
- Artist payments
- Virtual programming
- Marketing
- and/or any other operating/program expenses
Financing
- Type: Grant
- Minimum award: $5,000
