Background

The Cultural Sales Tax Revitalization (STAR) Program uses a local half-cent sales tax to support economic development in the City of Saint Paul. 10% of the total tax revenue from this program is designated for grants and loans for cultural projects. Typical projects funded in the past include music, dance, dramatic theater, museums, radio/television productions, public art, sculpture, visual arts, festivals, promotional activities, facility upgrades and arts education.

Powers & Duties

  • Establishing priorities for the use of the Cultural STAR sales tax proceeds
  • Reviewing Cultural STAR applications for grants and loans
  • Making recommendations to the Mayor and City Council about which applications to approve
