Description
Front Avenue between Western Avenue and Rice Street will be resurfaced through a process called “mill and overlay” to create a smoother roadway surface for people driving and riding bikes. Crews will grind-off the top layer of the roadway, then replace it with a new layer of bituminous pavement.

After the mill and overlay, Public Works is planning to restripe the street with on-street bike lanes. These are consistent with the adopted 2015 Saint Paul Bicycle Plan. Bike lanes improve safety and riding comfort for bicyclists to encourage increased cycling to meet broader city goals outlined in the adopted 2040 Comprehensive Plan. To provide the needed space for safe bike lanes, Public Works is considering removing on-street parking along the south side of Front Avenue.

    Pedestrian & Bike Improvements

    The city’s sidewalk division will make pedestrian improvements:

    • Install ADA-compliant ramps to improve accessibility for people using strollers and mobility devices.

    • Install bumpouts (curb extensions) and medians to narrow the road and provide a shorter crossing and better visibility for people. Narrowing the road also encourages slower driving speeds.

    After the mill and overlay, Front Avenue will be restriped with on-street bike lanes. To provide the needed space for safe bike lanes, on-street parking will be removed along the south side of Front Avenue. Parking will be maintained on the north side of Front Avenue.
