The City of Saint Paul is developing an alley improvement program which will reconstruct one or two alleys per year and/or undertake substantial patching on a limited number of alleys; funding for alley improvements is limited.

Alleys to be reconstructed or patched are selected based on a variety of factors, including available funding, cost of improvements, existing issues, drainage issues, pavement age, pavement condition, etc.


Description
Public Works will be reconstructing the alley bounded by Selby Avenue, Laurel Avenue, Mackubin Street, and Arundel Street. The project will include removing existing brick pavers and reconstructing the alley with bituminous pavement.

Location
Alley bounded by Selby Avenue, Laurel Avenue, Mackubin Street, and Arundel Street (east-west alley in Woodland Park Addition, Block 10, Lots 1 to 24).

    Assessments

    The project is funded through Citywide Alley Program funding and assessments to the abutting property owners:

    • Property owners will receive a notification with the estimated assessment rate and a public hearing date at City Council before the start of construction.
    • After the project is completed, property owners will receive the special assessment bill.
    • More information about special assessments, including how the special assessment is calculated, is available at stpaul.gov/SpecialAssessments.
