Overview

There are three Pedal Car Licenses. Use the license definitions below to help you decide which license you will need. 

Definitions 

Pedal Car: a non-motorized, human-powered vehicle similar to a bicycle, which transports passengers on seats attached to the bicycle and can be propelled by five or more passengers.

Pedal Car Business: the business of operating a commercial pedal car; license required for business and each pedal car vehicle it operates within Saint Paul.

Pedal Car Driver: any person who is responsible for steering a commercial pedal car; individual license required, see Taxicab/Pedicab/Pedal Car Driver license webpage for more information and an application.

Code Requirements

Search Chapter 374 of the Saint Paul Legislative Code for applicable ordinance regulating the licensing of “Commercial Pedal Cars.”

Application Requirements

You must submit the following:

  • Class R Application
  • Application with a completed Minnesota Workers’ Compensation form;
  • Certificate of Insurance with general liability insurance in the minimum amount of one million dollars ($1,000,000.00) and the City of Saint Paul named as a certificate holder to receive the maximum advance notice of cancellation. 
  • Route plan(s) inclusive of the launch site, all public streets traveled and off-hours vehicle parking location(s);
  • Pedal Car Inspection Report for each licensed vehicle (Request Licensing at 651-266-8989 to arrange inspection);
  • Required fees.

Expiration/Renewal

Commercial Pedal Car Business and Commercial Pedal Car Vehicle licenses will expire one year from the date of issuance and may be renewed annually.
