Summit Avenue Reconstruction Project Update: Tree Survey Work Begins Week of August 17
In addition to continued land survey work that began in July, a specific tree survey will begin the week of August 17. This work will be conducted by a certified arborist for the purpose of verifying the location and identifying the size, species, class, and condition (overall health) of each tree along the entire project corridor. This tree survey work follows the City's new tree preservation ordinance. Once completed, the City's Forestry staff will provide a final review and approval of the arborist's final survey.
Land Survey General Information
The City of Saint Paul will be reconstructing Summit Avenue from Mississippi River Boulevard to Fairview Avenue as early as 2028. Prior to the start of construction, important survey work began the week of July 20 and will continue for approximately six weeks.
This work entails identifying the three-dimensional geolocation of several important points, from curbs, inlets, ditches, trees, utility poles, and utility covers (manholes). You may observe survey technicians, in clearly marked vests, collecting data. This activity may require surveyors to stand on people's private property for a few minutes to collect data. Survey work will help project staff model the project corridor to begin design work.
Survey crews will start near Mississippi River Boulevard and progress east along the project corridor over the course of the survey. Work will primarily occur within the public right of way along Summit Avenue and extend onto intersecting streets as needed to collect information along the entire length of Summit Avenue to West Kellogg Boulevard at the eastern end of the project.
As part of this work, utility locating crews will also be present marking the locations of underground utilities with temporary paint and flags. These markings are an important part of the survey and design process and help ensure accurate utility mapping. Please leave the flags in place as our survey crews will remove them as they complete their work.
