Obstruction Permit Information

1. Process

   Each contractor is required to:

   • Register with the Right of Way Permit Desk at 651-266-6150 or PW-ROWpermits@ci.stpaul.mn.us
   • Provide information regarding the obstruction
   • Provide proof of insurance naming the city as additional insured
      

   Individuals (not contractors) seeking an obstruction permit should contact the Right of Way Permit Desk at 651-266-6150 or PW-ROWpermits@ci.stpaul.mn.us

   Right of Way staff will provide permit cost estimates upon request.

2. For Utility Work

   When any utility work, including but not limited to excavation and aerial placement, is planned:

   • The proposed work must be reviewed and approved through the Plan Review Committee prior to obtaining an obstruction permit
   • Use the Utility Plan Review Application Form to begin the process
   • View City of Saint Paul Legislative Code Section 135.03

3. Application

   To apply for an obstruction permit, contact the Right of Way office at 651-266-6151 or PW-ROWpermits@ci.stpaul.mn.us. 

4. Fees

   Typical fees include use of:

   • Sidewalk/boulevard
   • Parking lanes
   • Driving lanes
   • Alleys
   • Parking meters (including lost revenue, labor and a daily hooding fee)

5. Additional Information

   Special Events, including but not limited to athletic events, community festivals, parades, and block parties, require an application through the Saint Paul Police Department
