Description
The City of Saint Paul will be constructing a portion of the Capital City Bikeway along Kellogg Boulevard from St. Peter Street to West 7th Street in 2025. The bikeway will be constructed on the north side of Kellogg Boulevard linking Saint Paul RiverCentre, George Latimer Central Library, the Xcel Energy Center, and the Science Museum of Minnesota. The Capital City Bikeway is a vital connection to important destinations in downtown Saint Paul. 

The City’s goals for Kellogg Boulevard include:

  • Make the Capital City Bikeway connection
  • Be compatible with event operations as an economic engine of downtown
  • Create a welcoming pedestrian event experience and environment
  • Be compatible with Eastbound Kellogg RiverCentre Bridge project
  • Be compatible with the Riverview Corridor
  • Support future increase of density and reorientation of downtown towards the river

    Xcel Energy Relocations/Traffic Control Impacts

    Xcel Energy will continue with the installations on Kellogg Boulevard under the westbound lane closures. In addition to the on-going westbound closure, they will also need closures of the northern eastbound lane (reducing the eastbound to one lane during these time). This work is key for the CCB project to continue as planned in 2026. Key dates below:

    • Now to end of 2025 construction work - Daytime closure of the northern eastbound lane (7 a.m. to 5 p.m.) to set running line between the two manholes between Market and St Peter.
    • December 13 – Deadline for all restoration completed, roadways fully open to traffic, and all traffic control devices and detours fully removed for the World Juniors Hockey Tournament.

    Construction Schedule

    From August 2025 to Fall 2026, Phase 2 of the Capital City Bikeway project, which includes the addition of a new two-way separated bikeway, sidewalk, westbound roadway, and center medians will begin. The project will also include improvements to drainage, underground utilities, traffic signals, lighting, and landscaping amenities.
    The project will will be divided in two stages:

    • Stage 1 - August - Fall 2025: Westbound Kellogg Blvd will be closed between Wabasha St. & Washington St.
    • Stage 1 - Spring - Summer 2026: Westbound Kellogg Blvd will be closed between Wabasha St. & Washington St.
    • Stage 2 - Summer - Fall 2026: Westbound Kellogg Blvd will be closed between Washington Street & 7th Street W

    Traffic detour: Westbound traffic will be detoured from Wabasha Street to W 6th Street to 7th Street W. Please follow posted detour signage. 

    Pedestrian access: Sidewalk on the north side of Kellogg Boulevard between St. Peter Street and Market Street will be closed. Please follow posted pedestrian signage. 

    Access will be maintained for those wishing to access a property directly within the project area.
