Description
The project is reconstructing neighborhood streets to replace the roadway pavement, sidewalks, curbs, and underground utilities including water and sewer. The project also includes:
- ADA-compliant pedestrian ramps
- Boulevard trees
- Concrete outwalks and driveway aprons
- Lantern-style street lighting
- Private utility upgrades
- Public art
- Sodded boulevards
- Storm sewer catch basins

Project area bounded by Randolph Avenue, Hamline Avenue, Scheffer Avenue, and Edgcumbe Road
Timeline
Spring 2020 through October 2021

Share your thoughts on public art! The Griggs-Scheffer Reconstruction Project has funding available for public art through Saint Paul's Public Art Ordinance Program, and we want to hear from you. Survey responses will help guide how public art is implemented on this reconstruction project. The Griggs-Scheffer Public Art Survey will be open from Friday April 24 through Monday May 18, 2026.
