Griggs-Scheffer Paving Project Phase I

The contractor will be finishing warranty work in the Phase 1 area. This includes restoring areas in the boulevard that have settled and sidewalk work including repairing cracks and panels that have shifted. 

• Boulevard preparation will begin later in July. 
• Concrete replacement will be completed by mid-August. 
• Sod will be placed in mid-August and maintained by the contractor for 30 days. The City will do an initial inspection to make sure the sod is starting to establish itself. After the 30 days, property owners are responsible to maintain the new sod. Please water regularly.
• An informational flyer will be distributed to properties about caring for the new boulevard sod.

The boulevard work is only in areas where the project inspector determined additional work by the contractor was necessary. Areas where sod was already placed and received a final inspection by the inspector are not included in this boulevard work. 

The City's boulevard restoration process:

• Contractor places sod and provides 30 days of maintenance (in specific periods of prime growing season) called an establishment period.
• Flyers about sod maintenance are distributed to properties after sod placement.
• The City project inspector verifies rooting has started and sod is in good condition at the end of the 30 day establishment period.
• Warranty replacement of sod that is not in good condition is identified by the City project inspector at the end of the 30 day establishment period.
• In boulevards impacted by other warranty work (i.e., sidewalk panel replacement or settlement), the contractor will restore the area impacted by the work, but not additional areas previously accepted after the 30 day establishment period. Dead sod seen after the establishment period is not restored even if warranty work is being completed adjacent to it.   

The project was walked to identify and mark concrete and boulevard issues that need to be addressed.

Over the next two weeks, cracked sidewalk and driveway panels will be replaced and boulevard locations where settling has occurred will be filled with black dirt and compacted.

A possible point of traffic impact will be the pedestrian ramp located at the corner of Juno and Hamline Avenues:

• The curb in this PED ramp will be removed and replaced
• Pedestrian traffic will be diverted temporarily during construction
• Vehicles will need to make a wider turn to avoid traffic control barrels
• Please observe temporary “No Parking” signs

• Asphalt-patching locations will be done after confirmation-televising of pipe work is reviewed and accepted.
• Resurfacing (mill and overlay) is planned for the first week in October.
• All dates are subject to change due to weather and unforeseen delays.

The necessary repair or replacement of sanitary sewer pipes and connections is expected to start Monday, August 16 and last approximately six weeks.

Thank you for your continued patience and understanding during Phase 1 of the Griggs-Scheffer Street Reconstruction Project, which began last summer. It is a priority of the Saint Paul Public Works Street Design and Construction team to deliver quality neighborhood improvements for the residents and visitors of Saint Paul.  At times, a project may require additional work to meet City expectations.

The City’s project team has determined that Phase 1 reconstruction activity needs to extend into 2021 in order to complete the work.

The project team has identified locations where repair or replacement of sanitary sewer pipes and connections are necessary. 

This work is not due to an immediate safety concern, and the City is currently evaluating the next steps to undertake and complete the work. The City will provide details, timing, and possible impacts resulting from the extended Phase 1 timeline when that information is finalized. The repair and replacement work should begin in July.

• Edgcumbe Road sidewalk work was completed
• Boulevard restoration began Tuesday, May 25
• Boulevard restoration and asphalt patching are expected to be completed next week
• Minimal traffic disruptions may occur at points of construction
• Rain hampered concrete work, pushing anticipated completion to next week

• Work on Edgcumbe Road continued at intersections from Juno Avenue to Scheffer Avenue
• Next week, sidewalk and curb work on Edgcumbe Road is expected to be completed (initial timeline delayed due to rain)
• Expect minimal traffic impacts at locations where work and preparations are taking place
• Crews will continue addressing ongoing sod and boulevard corrections as well as other minor corrections within the project area (this work is expected to continue through June)

• The project continued addressing boulevard compaction challenges
• Edgcumbe Road concrete work began at intersections from Juno to Scheffer Avenues
• Sidewalk and curb work on Edgcumbe Road is anticipated to be completed, weather permitting
• Expect minimal traffic disruptions as work is underway
