Description
The City of Saint Paul plans to reconstruct Minnesota Street in downtown. The project includes demolition and replacement of the pavement, sidewalks, and underground utilities along the corridor. The Public Works goals of the project are to: 

  • Improve safety for all users
  • Implement a bikeway connection
  • Improve the transit user experience downtown
  • Modernize the aging infrastructure
  • Create a resilient and people-oriented corridor
  • Support the evolving needs of downtown users

Minnesota Street from 6th Street to 11th Street in downtown

Timeline 

  • Construction of Phase 2 from 9th Street to 11th Street in 2025.
  • Construction of Phase 2 from 6th Street to 9th Street in 2024.
  • Construction of Phase 1 from Kellogg Boulevard to 6th Street was completed in 2023.
  • Community engagement started in early 2021 and was completed before Phase 1 construction started.

The Minnesota Street Reconstruction Project has funding available for public art through Saint Paul's Public Art Ordinance Program, and we want to hear from you.     9th Street will be closed between Minnesota and Robert streets April 27 to May 11

    What work is being done, where, and when?

    • Contractor plans to be on site April 27 and 28 to install the permanent concrete pavement panels on 9th Street, weather permitting
    • New concrete pavement area will remain closed to traffic until May 11 when it has cured and met required strength
    • Construction is needed to address a watermain issue
    • Construction area is on 9th Street just to the east of Minnesota Street

    Traffic Impacts and Access

    • Minnesota Street and Robert Street will remain open
    • Businesses and parking lots on 9th Street will be accessible via Robert Street

    Area closures and restrictions in Downtown Saint Paul, May 4, 2026

    Construction is happening throughout downtown. Plan accordingly and expect delays. Please follow all posted signs. Road and lane closures will change as construction continues.

    For a map of the road closures and restrictions as of May 4, see below and online for a larger and printable map.

    • 5th Street: Lane restrictions between Wabasha and Cedar streets for Osborn Plaza.
    • West 7th Street: Lane restrictions between Walnut Street and Kellogg Boulevard on West 7th for Xcel Energy work.
    • East 7th Street: Lane restrictions between Mounds Boulevard and Arcade Street on East 7th for MnDOT work.
    • 9th Street: Closed between Minnesota and Robert streets.
    • Eagle Parkway:
      • One lane in each direction between Shepard Road and Kellogg Boulevard will be maintained for Xcel Energy work under the railroad at Shepard Road.
      • Expect delays and backups in the area during rush hour and events.
      • This is not a truck route due to tight turns.
    • Chestnut Street: Closed at West 7th Street for Xcel Energy work.
    • Jackson Street:
      • Jackson Street closed to thru traffic from Kellogg Boulevard to Shepard Road for sewer pump station and floodwall work.
      • Jackson Street is open to parking and properties between Kellogg Boulevard and 2nd Street. 2nd Street is open between Jackson and Sibley streets.

    • John Ireland Bridge: Closed for MnDOT reconstruction.
    • Kellogg Boulevard:
      • Westbound lanes closed between Wabasha Street and Washington Street. Eastbound only between Wabasha Street and Washington Street
      • Kellogg Boulevard/3rd Street bridge remains closed through 2027. Kellogg Boulevard remains closed between Lafayette Street and Mounds Boulevard. For more information about the Kellogg/3rd Street Bridge project, visit: stpaul.gov/Kellogg-3.
    • Robert Street:
      • Northbound Robert Street closed between Kellogg Boulevard and 4th Street for Metro Transit light rail track work May 1-3.
      • Closed between 12th and 14th streets for District Energy work.
      • Lane restrictions between Kellogg Boulevard and 9th Street as needed for sidewalk work and final reconstruction work.
    • Shepard Road:
      • Eastbound will remain open from I-35E to Highway 61.
      • Eastbound Shepard traffic can access downtown from Eagle Parkway and Sibley Street, except no trucks due to tight turns and bridge height.
      • Westbound Shepard traffic can access downtown from Sibley Street, except no trucks due to bridge height.
      • No access from Shepard Road to I-35E southbound.
      • I-35E northbound can exit to eastbound Shepard Road.
      • Shepard Road detour: Lexington Parkway to West 7th Street to Otto Avenue.

    Help protect the new Minnesota Street sidewalks this winter!

    Salt harms new concrete.
    Try sand or grit instead.

    To ensure long-lasting, durable concrete, please do not use salt or ice melt on newly poured sidewalks this winter. Your participation is important to the quality and longevity of the concrete surfaces.

    Why skip the salt?

    • New concrete is weakest during its first year.
    • Salt accelerates the freeze/thaw cycle that could result in chipping or cracking of the concrete.
    • Sand or grit (sold as chicken, poultry, or cherry stone grit) is a great alternative for increasing
      traction on icy surfaces.

    Minnesota Street Assessment Rate Reduced to $606.85 per foot

    Minnesota Street Assessment Ratification at City Council on September 10

    The Saint Paul city council ratified the assessment for the Minnesota Street Reconstruction Phase 2 project (from 6th Street to 11th Street) at their meeting on Wednesday, September 10.

    The assessment rate shared with property owners in May 2024 and August 2025 was stated at $1,424.25 per foot. The final assessment rate has been reduced to $606.85 per foot. The final rate is based on the actual project costs, which came in lower than expected due to:

    • Overall project cost savings
    • Not needing to use funds reserved for contingency

    New Sidewalks: No Salt

    Please refrain from using salt to remove ice on new concrete installed this year. Salt will harm newly installed concrete and increase freeze/thaw cycles which can do further damage. Sand or grit may be used to add traction and help address icy conditions on new concrete.

    We appreciate your assistance in helping maintain the new sidewalks.
