Description
The City of Saint Paul plans to reconstruct Minnesota Street in downtown. The project includes demolition and replacement of the pavement, sidewalks, and underground utilities along the corridor. The Public Works goals of the project are to: 

  • Improve safety for all users
  • Implement a bikeway connection
  • Improve the transit user experience downtown
  • Modernize the aging infrastructure
  • Create a resilient and people-oriented corridor
  • Support the evolving needs of downtown users

Timeline 

  • Construction of Phase 2 from 9th Street to 11th Street in 2025.
  • Construction of Phase 2 from 6th Street to 9th Street in 2024.
  • Construction of Phase 1 from Kellogg Boulevard to 6th Street was completed in 2023.
  • Community engagement started in early 2021 and was completed before Phase 1 construction started.

    Minnesota Street between 10th and 11th Streets will return to northbound one-way when the 10th Street and Robert Street intersection reopens, scheduled for end of the day on August 15

    This week (August 11 -15)

    • Crews poured the concrete light pole bases on west side of Minnesota Street.
    • Veit is prepping roadway for pavement.
    • Utility companies replaced and adjusted handhole structures between 10th and 11th streets on the west side.
    • North Country poured concrete curb at the 9th and 10th Street intersections.
    • Veit prepped PMC parking lot for pavement next Monday, August 18.
    • Veit began removals at the temp bike lane near 7th Place (west side).
    • Veit removed walk and prepped behind back of curb all week for upcoming concrete walk and bike trails
    • Stonebrook Fencing installed black fabric fence along the retaining wall on the east side of Minnesota Street from 9th to 10th streets.

    Next week (August 18 - 22)

    • Bit Roads will prep and pave PMC Parking on Monday, August 18.
    • North Country will prepare pavement and walk next week.
    • Veit will continue to assist subcontractors in preparing for their work on site.
    • Saint Paul Lighting and Kilmer will work on signal and lighting installs.

    Traffic control, detours, and access

    • Minnesota Street Traffic Control Change: Return to Northbound One Way between 10th and 11th Streets by end of day August 15
      • Minnesota Street between 10th and 11th Streets will return to northbound when the 10th Street and Robert Street intersection reopens, scheduled for end of the day on August 15.
      • Access to The Pointe is still a single lane entrance from 10th Street intersection on Minnesota Street (concrete pavement) and will exit from the back ramp while pavement and curb gets placed..
      • Please follow updated signage on site to help travel through the area safely.
    • Traffic control signage for vehicles and pedestrians have been placed. Please follow all posted signs.
      • Pedestrian access: One side of the sidewalk will remain accessible, please be aware of signage and stay on pedestrian path.
        • Please follow path and adhere to the signage directions.
        • Many hazards are on site, traveling beyond the barriers could result in injury or worst, please stay safe.
      • Vehicle access:
        • Large equipment is moving around on site so travel will caution through this area.
        • Intersections at cross streets will have at least 1 lane remain open for through traffic.
        • Detour signage has been placed from the closure at 7th Street to 11th Street intersection.

    Construction schedules are weather and schedule permitting and subject to change.

    Construction is happening throughout downtown. Plan accordingly and expect delays. Please follow all posted signs. Road and lane closures will change as construction continues.

    • 4th Street:
       
      • Intersection with Robert Street closed.
      • Closed between Minnesota and Jackson streets.
    • 5th Street:
      • Lane restrictions between Washington and Market streets and between Cedar and Robert streets.
    • 6th Street:
    • 7th Street:
      • Lane restrictions between Cedar and Jackson streets.
      • Closed between Walnut and Chestnut streets.
      • Local business traffic only between Grand Avenue/Ramsey Street and Kellogg Boulevard.
    • 7th Place:
    • 10th Street:
      • Intersection with Robert Street closed. Scheduled to reopen end of the day on August 15.
    • Kellogg Boulevard:
      • Westbound lanes closed between Wabasha Street and Washington Street. Eastbound only between Wabasha Street and Washington Street
      • Kellogg Boulevard/3rd Street bridge remains closed through 2027. Kellogg Boulevard remains closed between Lafayette Street and Mounds Boulevard.
      • Access to parking lots and businesses is being maintained.

    • Minnesota Street:
       
      • Between 11th and 10th streets will return to northbound only when 10th and Robert intersection opens at end of the day on August 15.
      • Closed between 10th and 7th streets.
    • Robert Street:
      • Closed between 11th Street and Kellogg Boulevard.
      • 10th Street intersection scheduled to open by end of the day on August 15.
      • Intersection closures at 6th, and 4th streets, and 7th Place.
      • Intersection restrictions at 11th, 9th, 7th, and 5th streets.
    • Robert Street at Pedro Park:
    • St Peter Street:
      • Lane restrictions north of the 6th Street intersection.
    • Wacouta Street:
      • Lane restrictions between 5th and 4th streets.

    New Sidewalks: No Salt

    Please refrain from using salt to remove ice on new concrete installed this year. Salt will harm newly installed concrete and increase freeze/thaw cycles which can do further damage. Sand or grit may be used to add traction and help address icy conditions on new concrete.

    We appreciate your assistance in helping maintain the new sidewalks.
