Description
The City of Saint Paul plans to reconstruct Minnesota Street in downtown. The project includes demolition and replacement of the pavement, sidewalks, and underground utilities along the corridor. The Public Works goals of the project are to: 

  • Improve safety for all users
  • Implement a bikeway connection
  • Improve the transit user experience downtown
  • Modernize the aging infrastructure
  • Create a resilient and people-oriented corridor
  • Support the evolving needs of downtown users

Timeline 

  • Construction of Phase 2 from 9th Street to 11th Street in 2025.
  • Construction of Phase 2 from 6th Street to 9th Street in 2024.
  • Construction of Phase 1 from Kellogg Boulevard to 6th Street was completed in 2023.
  • Community engagement started in early 2021 and was completed before Phase 1 construction started.

    Minnesota Street Traffic Control Change: Southbound One Way between 10th and 11th Streets

    This week (June 30 – July 4)

    • Minnesota Street Traffic Control Change: Southbound One Way between 10th and 11th Streets
      • Robert Street Project has closed the 10th Street and Robert Street intersection and have temporarily changed Minnesota Street between 10th and 11th Streets to a Southbound One Way.
      • Access to The Penfield, the DHS Building, the Fire Station and The Point is now from 11th Street at the Minnesota Street intersection.
      • Please follow updated signage on site to help travel through the area safely.
    • Veit completed installation of the watermain on Minnesota Street.
    • Crew has begun to remove and install storm pipe and structures at 9th Street.
      • Please proceed through this intersection carefully during on and off hours.
      • Pedestrians must avoid going around or through fenced or taped off areas due to the open excavations and hazards that exist.
    • Veit Sewer crew completed installing the BMP structure for storm water filtration just north of the 9th Street intersection.
    • Concrete Contractor poured concrete driveway sections at DHS, Fire station, and The Penfield, including the concrete pavement on the west side of Minnesota Street north of 10th Street.
      • All commuting vehicles must follow designated coned off routes while concrete pavement cures.
      • All vehicles MUST stay off the new concrete pavement.
    • Kilmer installed electrical conduits, handholes and signal poles at 11th Street.
      • Crew also excavated and poured concrete signal bases on west side of Minnesota Street along with installing conduit and handholes at 10th Street (northwest corner).
    • Contractor and crews will not be on site this Friday, July 4.

    Next week (July 7– July 11)

    • Concrete Contractor plans to pour more remaining pavement sections south of 11th Street on Minnesota Street.
    • Concrete Contractor plans to continue pouring concrete walk on west side of Minnesota Street from 10th to 11th Streets.
    • Kilmer potentially plans to continue signal system install at 11th and 10th Streets.
    • Veit Sewer crew will continue removing and installing storm runs and structures.
    • St Paul Regional Water Services will begin flushing and testing new watermain on Minnesota Street.
      • Temp water will be scheduled for removals soon after testing is completed.
    • Veit road crew will finish backfilling the Retaining Wall and install a new tree trench on Minnesota Street south of 10th Street.

    Construction is happening throughout downtown. Plan accordingly and expect delays. Please follow all posted signs. Road and lane closures will change as construction continues.

    • 4th Street:
      • Road closed between Jackson and Sibley streets.
      • Intersection with Robert Street to close the week of July 7.
    • 4th Street and St Peter Street:
      • Intersection and lane restrictions anticipated for sidewalk work.
    • 6th Street:
      • Lane restrictions between Wabasha and Jackson streets.
    • 7th Street:
      • Lane restrictions between Cedar and Jackson streets.
      • Closed between Walnut and Chestnut streets.
      • Local business traffic only between Grand Avenue/Ramsey Street and Kellogg Boulevard.
    • 10th Street:
      • Intersection with Robert Street closed.
    • Kellogg Boulevard:
      • Westbound lane closure between Wabasha and Jackson streets.
      • Kellogg Boulevard/3rd Street bridge remains closed through 2027.
      • Kellogg Boulevard remains closed between Lafayette Street and Mounds Boulevard.
      • Access to parking lots and businesses is being maintained.

    • Minnesota Street:
      • Lane restrictions between 7th Place and 6th Street.
      • Closed between 11th and 7th streets.
    • Robert Street:

      • Intersection restrictions at 11th, 7th, 6th, and 5th streets.

    • Downtown Sidewalk Improvements

    • The City of Saint Paul is making sidewalk improvements in downtown this summer. Sidewalk improvements include:
    • Replacement of existing concrete with new concrete
    • Installation of ADA pedestrian ramps
    • Repair and replacement of brick pavers
    • Sidewalk grinding to level and even out surfaces

    New Sidewalks: No Salt

    Please refrain from using salt to remove ice on new concrete installed this year. Salt will harm newly installed concrete and increase freeze/thaw cycles which can do further damage. Sand or grit may be used to add traction and help address icy conditions on new concrete.

    We appreciate your assistance in helping maintain the new sidewalks.
