Capital City Bikeway Kellogg Boulevard Phase 1

Starting April 8 Wabasha Street closed between Kellogg Boulevard and 4th Street 

Kellogg Boulevard will be reduced to 1 lane in each direction through the Wabasha Street Intersection from Cedar Street to St Peter Street

Beginning April 8, construction on Kellogg Boulevard resumes from last year. April 3-5, there will be minor impacts to traffic in this area. Phase 1 construction is expected to take approximately 1 month, weather permitting. Phase 2 construction is expected to begin in May and take approximately 1 month.

Detours and vehicle access (Phase 1):

• Northbound traffic from the Wabasha Street bridge will be able to turn both left (westbound) and right (eastbound) onto Kellogg Boulevard. 
• Kellogg Boulevard will reduced to 1 lane in each direction through the Wabasha intersection. 
• To access the Intercontinental Parking Ramp, Wabasha Street between Kellogg Boulevard and 4th Street will be two-way local traffic only. Use 4th Street to access the parking ramp.

Traffic impact: Expect congestion on the Wabasha Street bridge and on Kellogg Boulevard near the intersection of Wabasha Street and Kellogg Boulevard.

Pedestrian access: Sidewalks on Wabasha Street and Kellogg Boulevard may be closed and detoured for this work. Please follow posted signs.

Kellogg Boulevard work Phase 2 in May: Wabasha Street on the north side of Kellogg Boulevard will reopen to traffic. Kellogg Boulevard traffic will be reduced to one lane in each direction between St. Peter Street and Cedar Street. This impact will be approximately one month.

Weather permitting, expect construction work to last for approximately two months, separated into two phases. Additional cleanup and restoration work, which may include intermittent lane closures, is anticipated to last until mid-summer.

Winter Construction Update

What work will happen over the winter?

• Bikeway installation and between St. Peter Street and Wabasha Street.

• Landscaping and streetscaping between St. Peter Street and Jackson Street.

Current closures and detours

• No access from southbound Cedar Street to eastbound Kellogg Boulevard. Vehicles should use 5th Street to Robert Street to access eastbound Kellogg Boulevard. Check out the detour map for more information. Detour is anticipated to be lifted early winter of 2024.

Week of July 24: What happened?

• Stage 1A began by closing Kellogg Blvd between Jackson and Robert Streets. 

• Lane closures began on Kellogg Boulevard between Robert and Cedar Streets. 

• Crews began with roadway removals, temporary signal installations and erosion control installation.

Week of July 31: What's happening?

• Stage 1A: crews will continue to remove the roadway pavement and begin new roadway earthwork and utility work.

• Lane closure area: crews will begin roadway pavement removals and temporary water set-up.

• Pedestrian Access: Access to properties will be maintained.  Existing sidewalks on both the north and south sides of Kellogg Boulevard will be open for pedestrians.  Pedestrians on the north side of Kellogg Boulevard will be detoured to 4th Street to cross Robert Street.

• Eastbound: 2 lanes open for vehicle & bike traffic (share the road)

The existing sidewalks on both the north and south sides of Kellogg Boulevard will be open for pedestrians. Access to properties will be maintained.

Saint Paul Public Works anticipates that construction work of the Capital City Bikeway on the north side of Kellogg Boulevard from St. Peter Street to Jackson Street will start in July 2023.

The integration of this new 2-way separated bikeway will require reconstruction of the existing Kellogg Boulevard sidewalk, roadway, and center medians. The project will also include improvements to drainage, underground utilities, traffic signals, lighting, and replacement of the median trees.

In preparation for summer construction, tree removal is tentatively scheduled to start March 21 and may take until the end of March. The eastbound lane of Kellogg Boulevard along the center median may be closed for tree removal work. Please follow all posted signs.

Tree removal is necessary because the new layout of the roadway and bikeway reshapes the medians where there are currently trees. Other trees in the area will be impacted by the construction activities and must also be removed. As part of the project, a similar number of new trees will be planted in the new medians and along the bike path.

Utility work may also be occurring along Kellogg Boulevard before July. For specific questions, timing, or concerns about utility work, please contact the utilities directly.
