Description
A portion of the south corridor of the Capital City Bikeway along Kellogg Boulevard from St. Peter Street to Jackson Street will be constructed between July 2023 and summer 2024. The project will include:

  • New separated bikeway on the north side of Kellogg Boulevard
  • New sidewalks on the north side of Kellogg Boulevard
  • Signage, lighting and signal improvements
  • New pavement, curbs, and gutters
  • Sewer and water improvements

    Construction Resumes

    Starting April 8 Wabasha Street closed between Kellogg Boulevard and 4th Street 

    Kellogg Boulevard will be reduced to 1 lane in each direction through the Wabasha Street Intersection from Cedar Street to St Peter Street

    Beginning April 8, construction on Kellogg Boulevard resumes from last year. Phase 1 construction is expected to take approximately 1 month, weather permitting. Phase 2 construction is expected to begin in May and take approximately 1 month.

    Detours and vehicle access (Phase 1):

    • Northbound traffic from the Wabasha Street bridge will be able to turn both left (westbound) and right (eastbound) onto Kellogg Boulevard. 
    • Kellogg Boulevard will reduced to 1 lane in each direction through the Wabasha intersection. 

    Local Access to Hotel, Parking Ramps and Businesses:

    • Northbound Wabasha and Eastbound Kellogg traffic: To access local parking ramps (e.g Victory Ramp, Lowry Ramp, Lawson Ramp) use eastbound Kellogg Boulevard, turn north (left) on Minnesota Street, and turn west (left) on 4th Street to access northbound Wabasha Street.
    • Westbound Kellogg traffic: To access local parking ramps (e.g Victory Ramp, Lowry Ramp, Lawson Ramp) use westbound Kellogg Boulevard, turn north (right) on Minnesota Street, and turn west (left) on 4th Street to access northbound Wabasha Street.
    • To access the Intercontinental Parking Ramp, Wabasha Street between Kellogg Boulevard and 4th Street will be two-way local traffic only. Use 4th Street to access the parking ramp.

    Traffic impact: Expect congestion on the Wabasha Street bridge and on Kellogg Boulevard near the intersection of Wabasha Street and Kellogg Boulevard.

    Pedestrian access: Sidewalks on Wabasha Street and Kellogg Boulevard may be closed and detoured for this work. Please follow posted signs.

    To access Xcel Energy Center for the Frozen Four: Please walk on 4th Street and use the RiverCentre entrance at 4th Street and Washington. If walking along Kellogg Boulevard, please use the southside of the street and cross only in designated crosswalk areas.

    Kellogg Boulevard work Phase 2 in May: Wabasha Street on the north side of Kellogg Boulevard will reopen to traffic. Kellogg Boulevard traffic will be reduced to one lane in each direction between St. Peter Street and Cedar Street. This impact will be approximately one month.

    Weather permitting, expect construction work to last for approximately two months, separated into two phases. Additional cleanup and restoration work, which may include intermittent lane closures, is anticipated to last until mid-summer.

    Access to Businesses and Parking Ramps on Wabasha Street during Construction

    Local Access to Hotel, Parking Ramps and Businesses:

    New Sidewalks: No Salt

    Please refrain from using salt to remove ice on new concrete installed this year. Salt will harm newly installed concrete and increase freeze/thaw cycles, which can do further damage.

    We appreciate your assistance in helping maintain the new sidewalks.
