In accordance with Covid protocols, the Saint Paul City Council has been conducting its weekly meetings remotely, but it has not held its customary public hearings. On June 17, 2020 City Council resumed the collection of live public testimony for limited items, but in a modified, online manner.
Public Hearing Sessions are noticed for specific agenda items only and speakers are required to pre-register for limited speaking spots. The number of speakers for a Public Hearing Session item will be determined prior to the pre-registration. The registration link will be attached to the relevant legislative file(s) on the Council’s agenda. The speaker registration form will require applicant’s name, email, address, telephone (for use during the hearing), language interpreting needs and whether they support or oppose the item.
The registration link will be available from Thursday to Tuesday, prior to the Wednesday Council Meeting. The cut off to register to speak at the Public Hearing Session will be Tuesday at noon. If there are more registrations received than spaces available, a random drawing will be held to determine who will get to speak. If selected, you will receive an instructional email by 6pm on Tuesday with the necessary information to participate. Only those registrants who are selected will be allowed to speak at the requested hearing.
Similar to providing testimony in the Council Chambers, there will be a limited amount of time allotted for public comment from the selected speakers at a Public Hearing Session. Speakers will have a limit of two minutes to express their viewpoint. Each hearing will be assigned a time limit, the number of speakers on either side will be determined by the time allotted.

All information provided in the email and voicemails will be added to the public record and reviewed by the councilmembers.
