Phalen – Keller Regional Park Master Plan

Overview Phalen – Keller Regional Park encompasses nearly 750 acres in size, nearly 9 miles of shoreline, 2 golf courses, attracts over a half million visitors annually, and boasts a wide variety of activities for its park users. The City of Saint Paul and Ramsey County have secured funding to update the 1975 Master Plan for Phalen - Keller Regional Park. Changing demographics, outdated facilities, and a strain on natural resources are a few of the considerations prompting the revision of the outdated 1975 Master Plan. The master plan will be developed to meet an 11-point set of requirements as part of the final adoption process by the Metropolitan Council. Once adopted, the master plan will provide an ongoing framework to secure funding and guide future development in the park. The process to develop the master plan will include a 16 person Design Task Force. The makeup of this task force was developed as a fair cross-section of park users and interest groups. In addition to task force meetings, public open houses/meetings will be offered on a couple occasions to draw in a greater public voice for the development of the plan. Project updates and Resources

Revisions to date:

  • Restoration of waterfall may include drawing water from either Lake Phalen OR Round Lake
      • Wheelock Parkway will NOT be realigned onto Wheelock Avenue
      • Acquisition of property at Northwest corner of Arcade/Wheelock Parkway instead of Southeast corner
      • Community gardens will NOT include kitchen gardens
      • Restrooms at Ecological Demonstration Area will not include Composting Toilets
