Coming Soon: PAULIE Permitting and Licensing System

PAULIE is the City of Saint Paul's new secure online system for permits, licenses, inspections, complaints, and more. This new platform will: ​

  • Provide a secure, mobile-friendly tool to submit and track applications.​
  • Centralize the licensing and permitting process, from application through inspection and renewal.​

What to Know Before Applying for a Permit 

The City of Saint Paul is making an important and necessary shift in how we deliver permitting and licensing services. Even before the recent digital security incident, we had begun modernizing our legacy systems (ECLIPS and AMANDA) to better serve the community. Those recent events have reinforced the need to move more quickly, and as a result, we are accelerating the launch of our new PAULIE system.  

Starting on September 15, City staff will begin using PAULIE to process backlogged permit applications.

What You Can Expect 

  • September 15: Internal Launch - City staff will begin using PAULIE to process backlogged applications and prepare the system.
  • September 15-16: DSI Closure - DSI closed to prepare for the launch of PAULIE. Staff will conduct scheduled inspections and appointments only.
  • September 17: Public Launch - PAULIE will officially open for contractors, homeowners, developers, businesses, and the public to access licensing and permitting services.

Making the Rounds

Required for new construction (IRC Single family dwelling, Two-family dwelling, Townhouse; IBC new construction and additions) Prior to submitting the building permit application to DSI, the applicant shall submit the building permit application form along with the survey and plans to the following Public Works departments who will sign the back of the application form in the applicable boxes.

Submittal Methods for Permit Applications

  • Due to an ongoing digital security incident, the email submission process for building permit applications has been paused since July17 and remains temporarily unavailable. Any applications submitted via email to DSI-BuildingPlanReview@ci.stpaul.mn.us or DSI‑InformationAndComplaints@ci.stpaul.mn.us on or after July17 have not been processed during this interruption.

  • In person:  8:00 am - 4:00 pm (Free parking is provided in the surface lot at the corner of 6th St E and Jackson St)
  • Electronic Plan Review (Project Dox) - ProjectDox is currently "view only". Existing Projects will remain in the status they were at when St Paul systems went offline. Projects will continue to be reviewed via Email. New Projects cannot be created in ProjectDox. Projects requiring a plan will be reviewed by either paper plans or PDF.
