Invoice Correction: Rate for Extra Garbage Bags

If you placed extra garbage bags out for collection in Quarter 1 (January 1 - March 31) 2026, there is a typo in the "Extra Bag: Garbage" line on your bill.

The 2026 rate for extra bags is $4.25 per bag plus tax. The amount listed on the invoice is $4.00. The subtotal due is a rounded number which does not reflect the exact charge. The total Quarterly Charge listed on the invoice is accurate.

No action is needed. Corrected invoices will be issued to all affected properties. If you have already paid, or are signed up for automatic payments, you will still receive a corrected copy for your records. If you have not paid, you may do so at any time.

Garbage & Yard Waste Billing Process

Billing Process Changes

  • Quarterly invoices will be sent from the City of Saint Paul as an assessment on your property.
  • Garbage invoices will be sent after the quarterly service period.
  • There are no late fees for delayed payments.
  • Late payments do not affect your credit score.
  • If an invoice remains unpaid by November 15, it will be placed on your property taxes and a certification fee will be added at 5.95%

Timeline: Quarter 1 Invoice (Services from January 1, 2026 - March 31, 2026)

  • May 1: Quarter 1 invoices from the City of Saint Paul will mailed to property owners.
  • June 1: Quarter 1 invoices will be due. They are due one month after they are received.

Additional Details

  • Invoices will be sent directly to property owners as an assessment. Bills cannot be placed in a tenant's name.
  • You will only receive a yard waste invoice if you signed up for a Seasonal Yard Waste Subscription.
  • Yard waste invoices will be sent separately.

Ways to Pay Your Garbage Bill

Garbage Rates

All households with one to four units must have a garbage cart and active service for each residential unit. Here's what you should know about garbage rates:

  • Garbage rates will be adjusted every year.
  • Your collection frequency and cart size determine your garbage rate.
  • Every household pays an annual Solid Waste Fee. This is added to your Ramsey County property tax statement.
    • This fee covers carts, administration, illegal dumping clean-up, and outreach efforts.
  • Extra collection services are available. Cost varies.
  • An option to share a cart between units in 2-4-unit residential buildings is available. Visit stpaul.gov/cartsharing.

How Do I Pay for Recycling?

Recycling service is automatically included in your Ramsey County property taxes.

You will not receive a bill for recycling collection. Instead, you'll see a charge on your annual property tax statement. This fee covers the cost of carts, program administration, clean-up programs, recycling collections, education, and outreach.

The 2026 Annual Recycling Fees are listed below and are charged per unit. The pricing depends on the number of units at a residential property.

$172.75 per unit (1-4-units)
$87.69 per unit (5+ units)
