In 2026, the City of Saint Paul will be reconstructing Pelham Boulevard between Mississippi River Boulevard and Franklin Avenue. The project will replace underground utilities, as well as the sidewalks, street surface, curbs, lighting, and pedestrian ramps. An off-street bikeway at sidewalk level will be added to Pelham, and the flexible white posts currently in the street will be removed. The design is largely guided by the Grand Round Design and Implementation Plan (2017), and the Saint Paul Bicycle Plan (2024).

    Pelham Boulevard Reconstruction: Tree Removal Begins April 9

    On April 2, City staff marked trees for removal with a red X. Please see below for more information about removals. Removals will begin by a contractor as early as April 9, and work is expected to last several days. During removals, “rolling” street closures will be in place from block to block (i.e. segments of Pelham will be closed to through traffic, then reopened once work is complete on that segment). If you access your home on Pelham, you will be able to do so during removals. Please approach work zones with caution and safety during tree removals. 

    Public Works Street Design and Construction works with Forestry staff in the Parks and Recreation Department to determine tree removals and tree replacement. Trees could be removed for several reasons, including: 

    • Poor tree health or condition, including any pre-existing signs of decline and/or structural defects 
    • Proximity to the installation of curbs and/or sidewalk that impacts tree root systems and structural stability or health of the tree 
    • Underground utility work conflicts, including lead water service replacement, private sanitary sewer replacement, and/or sewer or water main repairs or installations 
    • Roadway regrading that conflicts with existing root systems of trees 

    The City of Saint Paul values trees and strives to maintain and preserve our urban canopy wherever possible. Tree replacement is a critical component of all city street construction projects.

    The city will plant new trees once the street construction project is completed. New tree plantings include diverse species selections, providing a more resilient urban canopy across Saint Paul.

    SPRWS Lead Service Line Replacement: Road Closures in April

    Saint Paul Regional Water Services (SPRWS) will replace lead service lines in the Pelham Boulevard project area. These are coordinated replacements with homeowners between Beverly Road and St. Anthony Avenue. This work will occur in blocks one week at a time, and cause the following road closures:

    St. Anthony Avenue to Doane Avenue: Wednesday, April 8 to Friday, April 10.
    Doane Avenue to Beverly Road: Monday, April 13 to Friday, April 17.

    Xcel Energy Work Begins April 6, 2026

    Separate from tree removals, Xcel Energy will be working on Pelham Boulevard between Otis Avenue and Mississippi River Boulevard to upgrade underground gas utilities. This work is typically done in advance of city reconstruction projects and will have limited access disruptions.

    Work begins Monday, April 6 and is expected to continue through Wednesday, April 15.

    Final Design Layout for Pelham Boulevard

    The final design for Pelham Boulevard is complete. This layout consists of a legend, cross sections, and two stacked plan views, representing the length of the project. Design elements such as pavement, sidewalk, trail (bikeway), driveways, and tree impacts have also been identified. Project staff have put together a detailed memo that outlines each design element and tree impacts.

    Project Schedule

    • COMPLETED Summer and Fall 2024: Phase 1 community engagement. City staff will meet with the neighborhood about the project and timing. Community members can share their goals for the project.
    • COMPLETED Winter 2024 to 2025: Initial designs for Pelham. City staff will consider the feedback from engagement, as well as current city policies and goals, and come up with a recommended design option for Pelham.
    • COMPLETED Summer 2025: Phase 2 community engagement. City staff will share the recommended design option with the community and get feedback. Tweaks can be made to the design option based on feedback from Phase 2.
    • WE ARE HERE Fall and Winter 2025 to Winter 2026: Detailed design. Once the recommended design option has been decided, city engineering and planning staff will work on the details of the design. Updates will be shared with the community along the way to make sure the design is consistent with community expectations. Designs are being finalized currently. After designs are completed, the project will be put out to bid and a contractor will be hired. 
    • Spring 2026: Construction. The reconstruction of Pelham will take most of spring, summer, and fall. City staff will provide regular updates to the community about construction impacts, detours, and progress. Construction start date will be posted to this webpage once a contractor is hired. 

    Previous Planning

    The reconstruction of Pelham Boulevard is guided by adopted and approved city plans. 

    • The City of Saint Paul Bicycle Plan (April 2024) recommends a separated bikeway for Pelham Boulevard (see the Planned Bicycle Network map on page 9). 
    • Pelham Boulevard is part of the Saint Paul Grand Round, a network of separated bikeways circling the city and connecting parks and open space. Page 66 of the Grand Round Design and Implementation Plan (2017) shows the proposed design for Pelham Boulevard.  
      • The Grand Round Design and Implementation Plan (2017) sets the vision for what the street looks like above ground, and the reconstruction of Pelham Blvd is following this vision. Aging infrastructure is the reason the reconstruction is happening now. A reconstruction provides the opportunity to upgrade other infrastructure not specifically discussed in the Grand Round Design and Implementation Plan, like underground utilities and the street itself. Reconstructions of streets happen infrequently, and it is important the city address needs along the corridor – both above and below ground.

    Public Hearing on January 28

    The City of Saint Paul held a public hearing for the Pelham Boulevard reconstruction project during the City Council meeting on Wednesday, January 28, 2026.

    Property owners, tenants, and others were invited to attend the hearing to provide comments. If you were unable to attend the meeting, you can watch a recording of the public hearing from January 28. A sample notice mailing is included in the Project Documents section below.

    For more information about the assessment, or to see if you are being assessed, please call 651-266-8858 with the parcel ID/address listed in your letter. All property owners were mailed a notification letter with the hearing information and the estimated assessment details from the Office of Financial Services.

    Investing in Saint Paul Streets: Common Cent 

    A portion of this street reconstruction project will be paid for by a 1% local option sales tax, called Common Cent. This sales tax was approved by Saint Paul voters in November 2023. A portion of the project will also be funded through assessments to property owners adjacent to the project. The estimated assessment rate is based on a third-party special benefit analysis of the property values in the project area. Property owners will receive a notice of the estimated rate and date for a public hearing when estimated rates are available.
