The utility is governed by the Board of Water Commissioners. The Board consists of:
- Three members of the Saint Paul City Council
- Two Saint Paul citizens
- Two members of the remaining suburbs served by Saint Paul Regional Water Services

The Board of Water Commissioners typically meets the second Tuesday of the month.
The next Board of Water Commissioners meeting will be in person at 12:00 p.m. on Tuesday, May 12, 2026.
This meeting will be held at Room 41 of City Hall at 15 Kellogg Blvd W.
