Changes to Residential Garbage Collection Process 

Starting April 1, 2025: Residential garbage collection will be done by FCC Environmental and the City of Saint Paul. Here are some of the changes:

  • Estimated bills will be visible and payable at stpaul.gov/assessments.  The estimated invoice will not include charges for extra bags, yard waste, cart size changes and service hold data.  These will be added prior to the invoices being mailed.
  • Quarterly Invoices will be mailed from the City of Saint Paul, not your garbage hauler.
  • Quarterly Invoices will come after the service period, instead of before.
  • Scheduling recurring payments will be available in July.  Enrollment information provided on your first invoice.

You'll receive your first bill from the City of Saint Paul in July 2025. This bill will cover services provided from April 1 to June 30, 2025.
