Project Overview:

Saint Paul Parks and Recreation is amending the Bruce Vento Regional Trail Long-Range Plan to update this document with additional details, boundary adjustments, and new park and trail features. Four specific projects will be included in the amendment:

  1. The removal of Waḳaƞ Ṭípi (formerly named the Bruce Vento Nature Sanctuary) from the Bruce Vento Regional Trail corridor. Waḳaƞ Ṭípi will instead be included within the Imnížaska Cultural Landscape, a newly designated regional facility that will include Waḳaƞ Ṭípi and Wic̣aḣapi in the area formerly known as Indian Mounds Regional Park. This administrative change is being coordinated with the Imnížaska Cultural Landscape Long-Range Plan.
  2. The addition of a regional trail connector from Swede Hollow Park. This new trail connector will provide an accessible route from the park entrance at Greenbrier Street to the Bruce Vento Regional Trail.
  3. The addition of a new skatepark at Eastside Heritage Park.
  4. The addition of the Phalen Creek Daylighting to the Bruce Vento Regional Trail corridor.

Please note that inclusion of these projects within the Long-Range Plan does not necessarily guarantee implementation. Our early timeline for the long-range plan amendment process is outlined below:

Summer - Fall 2026

  • Development of plan amendment draft
  • Draft review and comment period
    • Notices sent to District Councils, partner agencies, and local community and neighborhood groups for review

Fall 2026 - Spring 2027

  • Plan revisions and additional engagement

Summer - Fall 2027

  • Begin approvals process
    • Saint Paul City Council review and approval
    • Metropolitan Council review and approval

Fall 2027

  • Estimated Long-Range Plan approval and adoption

This plan amendment and the Imnížaska Cultulral Landscape Long-Range Plan will move concurrently through the approvals process in an effort to maintain clarity about boundary changes between these two regional units.
