The City of Saint Paul is developing a Long-Range Plan for Imnížaska Cultural Landscape.  This plan will document the vision for the sites Wicaḣapi and Wakan Tipi as a whole.

Project Purpose

Saint Paul Parks and Recreation is developing the Imnížaska Cultural Landscape Long Range Plan (Plan) for Wicaḣapi (formerly referred to as Indian Mounds Regional Park) and Waḳaƞ Ṭípi (formally called Bruce Vento Nature Sanctuary). Waḳaƞ Ṭípi is currently within the Bruce Vento Regional Trail Long Range Plan which will updated simultaneously to document the boundary adjustment. 

The purpose of the Plan is to guide future investments.  The planning process and final Plan, will include be the following components as required by MetCoucil: 

  1. Description of the newly created regional facility.
  2. Natural resources plan
  3. Goals for the site and Plan
  4. Concept Plans including site layout, appropriate amenities and associated costs
Timeline

Our early timeline for the long-range plan amendment process is outlined below:

 Summer - Winter 2026:

  • Information gathering
  • Development of Plan draft
  • Draft review and comment period
    • Notices will be sent to District Councils, Tribal Council, partner agencies, and local community and neighborhood groups to request review

Winter - Spring 2027:

  • Updated drafts and review cycle

Summer – Fall 2027

  • Approvals process
    • Tribal review
    • City Council review and approval
    • Metropolitan Council review and approval

Fall 2027:

  • Target for final Long-Range Plan approval and adoption
