Description

Frogtown is a Lead Free SPRWS project. Lead Free SPRWS is a 10 year plan to replace all lead water service lines in the SPRWS service area at no cost to property owners.

Lead service lines were primarily installed in the City of St. Paul from late 1880’s to the late 1920’s. For 25 years Saint Paul Regional Water Services (SPRWS) has been replacing lead water service lines within the street right-of-way to reduce the possibility of lead exposure.

Private Lead Service Line Replacements: Customers in this project area who have a private lead service line are eligible to have it replaced at no cost as part of the new Lead Free SPRWS program.   • Streets bounded by Hubbard Ave (north), Chatsworth St N (east), Lafond Ave (south), & Lexington Pkwy (west); Streets bounded by Lafond Ave corridor between Chatsworth St N & Victoria St N (Minnehaha Oxford Sub Project)
  • Streets bounded by Dale St N (north), Victoria St N (west), Edmund Ave (south), & Grotto St N (east); Streets bounded by Como/University (North-South) & Western/Rice (West-East) (Avon Edmund Sub Project)
  • Streets bounded by Minnehaha Ave W (north), Western Ave N (east), Blair Ave (south), & Dale St W (west) (Minnehaha Mackubin Sub Project)

2026 Construction Season

  • July 6 Update: 188 lead service line replacements complete
    • Crews currently working on

  • June 17 Update: Crews currently on Thomas Ave, closure to begin June 19 through early July. Lane shift at 656 Lexington Pkwy N expected to open by June 19.
  • June 11 Update: 132 lead service lines replacements complete. 
    • Minnehaha/Oxford work is complete.
    • Avon/Edmond work is in progress. Lafond Ave closed between Victoria St and Grotto St. Will open week of June 15 with Thomas Ave closing until July 6.
    • Central/Dunlap work has not started.
    • Fuller/Chatsworth work has not started.
    • Minnehaha/Mackubin work has not started.

Replacements

This project will replace approximately 503 lead water service lines.
