Description

Payne Phalen is a Lead Free SPRWS project. Lead Free SPRWS is a 10 year plan to replace all lead water service lines in the SPRWS service area at no cost to property owners.

Lead service lines were primarily installed in the City of St. Paul from late 1880’s to the late 1920’s. For 25 years Saint Paul Regional Water Services (SPRWS) has been replacing lead water service lines within the street right-of-way to reduce the possibility of lead exposure.

Private Lead Service Line Replacements: Customers in this project area who have a private lead service line are eligible to have it replaced at no cost as part of the new Lead Free SPRWS program. You should have received a letter with instructions on next steps if you qualify. To learn more visit our Lead Free SPRWS page.

Two areas:

  • Streets bounded by Case Ave (south), Edgerton St (east), Jessamine Ave (north), & Desoto St (Cook Bradley Sub Project)
  • Streets bounded by Edgerton St (west), Case Ave (south), Payne Ave (east), & Ivy Ave (north) (Edgerton Payne Sub-Project)

Timeline

2026 Construction Season

  • July 6 Update: 202 lead service line replacements complete
    • Crews currently working on
      • Jessie St between Jessamine Ave E to Case Ave.
    • Partial road closures
      • Jessie St between Jessamine Ave E to Magnolia Ave E, scheduled to open July 10.
      • Jessie St between Magnolia Ave E to Lawson Ave E, scheduled to open July 17.
      • Jessie St between Lawson Ave E to case Ave, scheduled to open July 24.
    • Roads will be closed during construction with local access
  • July 2 Update: 199 lead service line replacements complete
    • Crew work between Edgerton St and Payne Ave complete.
    • Work on Jessie St. between Jessamine Ave to Magnolia Ave has begun, will continue into week of July 6.
  • June 29 Update: 186 lead service line replacements complete
    • Crews currently working on:
      • Maryland Ave E, Hawthorn Ave E and Hyacinth Ave E between Edgerton St and Payne Ave.
      • Jessie St between Jessamine Ave E to Magnolia Ave E.
    • Partial road closures:
      • Hawthorn Ave E and Hyacinth Ave E between Edgerton St and Payne Ave, scheduled to open July 2.
      • Jessie St between Jessamine Ave E to Magnolia Ave E, scheduled to open July 6.
    • Roads will be closed during construction with local access.
  • June 25 Update: 182 lead service line replacements complete
    • Crews continue working on Rose Ave and Hawthorn Ave between Edgerton St and Payne Ave. Maryland Ave work expected to follow.
    • Roads will be closed during construction with local access.
  • June 22 Update: 164 lead service line replacements complete.
    • Crews currently working on Rose Ave and Hawthorn Ave between Edgerton St and Payne Ave.
    • Roads will be closed during construction with local access
    • Geranium and Rose are partially closed between Edgerton and Payne, both will be open by June 24
  • June 18 Update: 158 Lead projects complete. 
    • Edgerton St & Payne Ave work is in progress on on Geranium St, Rose Ave, and Maryland Ave.
    • Jessamine St work to finish by June 19.
    • Geranium St work will continue week of June 22. Rose Ave & Maryland Ave work set to follow.
    • Cook Bradley area restorations is anticipated to begin after Rose Ave & Maryland Ave work.
  • June 11 Update: 133 Lead projects complete. 
    • Edgerton St & Payne Ave work is in progress on Jessamine Ave. Edgerton St to open for public access June 12. Crews to begin on Geranium Ave June 15. Geranium Ave work expected to continue through mid-July. Roads closed during construction with local access.
    • Cook/Bradley work has not started.

Replacements

This project will replace approximately 339 lead water service lines.
