Description

West Side is a Lead Free SPRWS project. Lead Free SPRWS is a 10 year plan to replace all lead water service lines in the SPRWS service area at no cost to property owners.

Lead service lines were primarily installed in the City of St. Paul from late 1880’s to the late 1920’s. For 25 years Saint Paul Regional Water Services (SPRWS) has been replacing lead water service lines within the street right-of-way to reduce the possibility of lead exposure.

Private Lead Service Line Replacements: Customers in this project area who have a private lead service line are eligible to have it replaced at no cost as part of the new Lead Free SPRWS program. You should have received a letter with instructions on next steps if you qualify. To learn more visit our Lead Free SPRWS page.

Four areas:

  • Streets bounded by Wabasha St S (west), Wabasha St N (north), Robert St S (east), George St W (south) (Plato/Livingston Sub Project)
  • Streets bounded by Robert St & Concord St (south)  (Ada/Robie Sub-Project)
  • Streets bounded by Robert St (west), Annapolis St (south), Woodbury St (east), State St (north), & Belvidere St (northeast)  (Oakdale/Winona Sub Project)
  • Streets bounded by Cesar Chavez St (north), Concord St (east), Christensen Ave (south), Woodbury St (west), & Prescott St (northwest)  (Andrew/Curtice Sub-Project)

Timeline

2026 Construction Season

  • June 25 Update: 90 lead service line replacements complete.
    • Area east of Highway 52 postponed to ending of Andrew/Curtice project 
    • Crews currently working on Belvidere St E (between Arundel and Kansas) and Wyoming St E (between Brown and Robert)
  • June 22 Update: 83 lead service line replacements complete.
    • Crews currently working on Belvidere St E (between Arundel and Kansas) and Wyoming St E (between Brown and Robert)
    • Roads will be closed during construction with local access
    • Belvidere will be closed on June 19 and opened on June 23
    • Wyoming will be closed on June 24 and opened on July 3
  • June 18 Update: 79 lead service lines replaced. Andrew/Curtice work in progress. Crews currently working west of Highway 52. Wyoming St work (west of Brown Ave and Robert St) expected to follow.
    • Road closures in effect:
      • Belvidere St to close June 18-19. Bridge will remain open with Kansas St serving as a detour route.
  • June 17 Update: Crews currently working on Sidney St, Curtice St, & Arundel St.
  • June 11 Update: 70 lead service line replacements complete. 
    • Andrew/Curtice work in progress.
      • Prescott St work is complete.
      • Baker St work is complete.
      • Morton/Page work is complete.
      • Sidney St work is in progress. Crews currently on Sidney St east of Woodbury St with a projected completion set for June 19. Custis St and Belvidere St work to begin after. Belvidere St to close June 18-19.
    • Plato/Livingston work is complete.
    • Ada/Robie work is complete.
    • Oakdale/Winona work has not started.

Replacements

This project will replace approximately 283 lead water service lines.
