The Saint Paul Police Department invites you to join our Civilian Police Academy and become partners in fostering strong police and community relations. This free program aims to provide residents with insight regarding the policies and operation of their police department and increasing understanding of the legal structures guiding law enforcement.

Experienced police officers and civilian personnel with expertise in law enforcement provide instruction. Attendees will hear about insights and first-hand experiences of managing safety in the city. Some of the subjects covered include: 

  • Community policing and ethics
  • Basic Constitutional and criminal law
  • Local ordinances
  • Defensive tactics 
  • Firearms
  • Vehicle operations
  • Management of a crime scene

The 2026 Civilian Police Academy will be held:

  • October 6 - November 17, 2026
  • 6 p.m. - 9:30 p.m.
  • Richard H. Rowan Public Safety Training Center (600 Lafayette Road, Saint Paul)

To enroll, you must:

  • Reside or own a business or property in the City of Saint Paul (subject to waiver by the Chief of Police)
  • Be at least 18 years of age
  • Pass a background check
  • Commit to attending each course (three-hour sessions for seven weeks)
