Overview

In Minnesota you need a permit to purchase a firearm, or transfer ownership of a firearm to someone else. Saint Paul residents should apply for a gun permit through the police department.

  • There is no fee, and we process applications as soon as we receive them.  
  • You can apply in person or by mail, but not by email.  
  • If your application is not approved, we will tell you why.

Please note: If you need a permit to carry, you can get it from the Ramsey County Sheriff’s Office.

Apply for a Permit to Purchase or Transfer a Firearm

What you will need

To apply for your gun permit, you will need:

  1. Identification: A Minnesota driver’s license or state ID, U.S. military ID, or passport.  
  2. Proof of residency: If your ID doesn’t have your current Minnesota address on it, you will also need to bring a piece of official mail (like a utility bill or bank statement).
  3. Application form: Fill out the permit application form on paper. You can print the application, or fill it out at our office.  

Apply by mail

  • Print the application and complete it.
  • Make a paper copy of your ID (and proof of residency, if needed).  
  • Mail the completed application with your ID documentation to us: Records Unit – Gun Permit, 367 Grove Street, Saint Paul, MN 55101.
