Working Out of Classification (WOOC) - Administrative Guidelines

Out-of-classification assignments are an administrative tool governed by certain labor agreements that provide a vehicle for ensuring that appropriate and necessary staffing levels are maintained during employee absences and certain approved administrative actions. The use of out-of-classification assignments is not intended to resolve long-term or permanent staffing issues. Therefore, when assigning an employee to work on an out-of-classification basis, the following should be adhered to:

  1. Payment of out-of-classification pay will be paid in accordance with the appropriate labor agreement. To be eligible for out-of-classification pay an employee must perform, on a full-time basis, all of the significant duties and responsibilities of a position different from the employee's regular position, and which is in a classification higher than the classification held by such employee.
  2. Certified employees will be paid in accordance with Civil Service Rule 28B.
  3. Unclassified employees may be paid anywhere in the range as determined by the appointing authority.

Questions arising from out-of-classification assignments will be resolved through a review conducted by the Office of Human Resources.Effective: April 27, 2006
