Focus Area: City Center and Riverfront, including District del Sol
The dynamic heart of the city, its downtown, and its riverfront present major opportunities for investors. The downtown tract was named by Smart Growth America as having the tenth-highest "Smart Growth Potential" among all 8,700 Opportunity Zone tracts nationwide.

Focus Area: Creative Enterprise Zone
Situated at the western end of the city's Green Line light rail, the evolving industrial and historic areas of the Creative Enterprise Zone are home to an increasingly innovative mix of entrepreneurs.

Focus Area: Midway Soccer Stadium, including Little Africa 
The 2019 opening of Allianz Field, the new home of the Minnesota United major league soccer team, is the catalyst to drive long-awaited transformation midway between downtown Saint Paul and downtown Minneapolis.

Focus Area: Green Line East, including Little Mekong and Rondo
Home to a rich diversity of small businesses centered around the University Avenue/Green Line light rail corridor, this central part of the city continues to evolve, with a proposal to cover and redevelop interstate frontage, and find new uses at a closed Sears store adjacent to the State Capitol campus.

Focus Area: North End Nexus
Fresh off an innovative planning process that brought together partners from Saint Paul, Ramsey County, and the neighboring suburbs of Roseville and Maplewood, this area is rich in potential assets, but needs strategic investment to bind them together.

Focus Area: Phalen Corridor
Along with other cities, this part of the East Side lost major employers in the latter half of the twentieth century.  But in Saint Paul, the story didn't end there.

Focus Area: Gold Line East
Slated to open in 2024, Gold Line Bus Rapid Transit will connect downtown Saint Paul to the eastern suburbs on a dedicated right-of way.  Development opportunities are expected to abound around stations, including the White Bear/Hazel Street Station in the heart of this area.
