Overview

The Comprehensive Plan serves as Saint Paul’s “blueprint” for guiding development in the city over the next 20 years. Comprehensive Plans guide zoning approvals, policy decisions, public fund expenditures, and other city functions. Minnesota State Law requires Comprehensive Plans to be prepared and updated every 10 years. The Planning and Economic Development Department is leading the Comprehensive Plan Update for 2050. Chapters will include:  

  • Land Use 

  • Transportation 

  • Parks, Recreation, and Open Space 

  • Housing 

  • Water Resources Management 

  • Heritage and Cultural Preservation 

  • Mississippi River Corridor Critical Area 

  • Implementation
